HomeMy WebLinkAboutCity Council Committees - Civil Services Commission - 10/15/1981 KENT CIVIL SERVICE COMMISSION MEETING MINUTES October 15, 1981 • The regular meeting of the Commission was called to order by Chairman T. Richard Hied. In attendance were: Commission members Donald Whitener and Terry Yahn, and Chief Angelo, Acting Assistant Chief Fronsdahl, Captain Orndorff and Firefighter/ Mechanic Woodin from the Fire Department and Chief Skewes, Captain Byerly and Captain Rees representing the Police Department. The minutes of the special meeting of October 5, 1981 were approved as submitted. Chief Angelo requested an entrance level examination for Firefighter. It was moved and seconded to authorize a Firefighter examination. Motion carried. Chief Skewes reported on the provisional appointment of Officer James Towne to Sergeant with a memo to that effect to follow. Chief Skewes also reported that, according to Chief Shanahan, three officers who have completed their basic training had to be cut from his force at the University of Washington Police Department because of the budget cut, will be testing with our group on October 24. He commented that the flexibility of the continuous testing is working well for us. Captain Rees described a system whereby we could guarantee a retention of officers or receive reimbursement for officers who go to the academy, change their minds and leave for other opportunities. To insure that we do not lose the cost of the complete training process, Captain Rees requested the approval of the Commission of a contract which would be filled by the candidate of a two-year employment with the City or reimbursement of a set amount to be decided for the expense of training and equipment. He said a sample contract will be presented for approval at the next month's meeting. The letter of October 14, 1981 from Firefighter John T. King, regarding his pre- vious employment with King County Fire District #30,and the letter of September 9, 1981 from William Zigalla of the Public Information Office for King County Fire District #39, confirming Firefighter King's employment with District #30 in 1976, 1977 and 1978 were read. It was moved and seconded to accept the letters into the record. Chief Fronsdahl recommended that the previous request to allow his schooling time at North Seattle Community College and Highline Community College be disallowed. He stated that the Fire Serving Training course at Bates Vocational School is acceptable as credit for time served and that he had explained the differ- ence to Firefighter King. Because of the loose interpretation of the rules and regulations and the apparent conflict between the JATC program and the Civil Service rules and regulations, Mr. Whitener said he would like to see a recom- mendation from the Fire Department to change the wording of the rules pertain- ing to this subject. It was moved and seconded to deny the original request from Firefighter King based on the recommendations of the Fire Department and for the department to review the section in the rules referred to. Motion carried. Chief • Fronsdahl stated that the second request from Firefighter King was received just last evening and has not been reviewed by the Fire administration. Chairman Reed suggested the request be reviewed with a recommendation given at the next meeting
