KENT CIVIL SERVICE COMMISSION MEETING MINUTES
October 5, 1981
This special meeting was called to order at 8:00 a.m. by Chairman T. Richard Ried
at the Police Department. In attendance were: C(anmission members Donald Whitener
and Terry Yahn and Chief Skewes. Also present: Administrative Assistant Mike Webby.
The minutes of the September 17, 1981 meeting were accepted as presented.
It was moved and seconded to approve the Law Enforcement Officer Eligibility List
dated today as follows:

Secretary reported that there is another Law Enforcement examination scheduled for
October 24, 1981.
The subject of affirmative action was brought up by Chief Skewes and he referred to
an analysis on the blackboard. Mr. Webby commented that the City has no means at
present to determine how many women and minority applicants apply for positions,
but is:looking at means of doing so and to set a reasonable goal for minority applicants.
It was noted that the Commission does attach a form to their application form for stating
the sex and racial ethnic g roup of the applicant; the information being confidential and
voluntary and to be kept separate from all examination papers.
Discussion took place on the letter. from Kathleen Collins, Director of Washington
Local Government Personnel Institute on the proposed rule changes by the Washington
State Criminal Justice Training Commission. Mike Webby read Attorney Mirk's com-
ments on (1) the physical fitness provision, which, according to Mr. Webby, Chief
Skewes has pretty much resolved, and (2) supervisory certification and his concern
that the proposal is in conflict with Civil Service rules and regulations. When asked`.
his recommendation, Chief Skewes responded that he had talked with Garry Wegner
of the Training Commission who stated that the State does allow them to require train-
ing for supervisory positions and the reason for this recommendation is for most of

the police agencies that do not have those standards as far as superivisory positions •
are concerned. Chief Skewes, position is that the standards are fine but he resents the
Commission telling us we have to do it. He said that we are already doing it and beyond.
Chairman added that this seems to be to set one set of standards. Chief Skewes said
that the standards are set by the Washington State Sheriffs and Police Chiefs Associa-
tion and training for first-line supervisors are conducted four to five times a year and
our officers have been attending. Mr. Webby felt that if the Commission does not see
a problem , he does not feel obligated to respond to the letter from the W.L.G.P.I.
The determination of the Commission is that we are already doing what they are pro-
posing and will not require a response.
The letter of September 17, 1981 from Chief Skewes to Sergeant Hal A. Rees was read.
It told of the promotion of Sgt. Rees to the rank of Captain effective September 21 , 1981.
It was moved and seconded to accept the letter into the record. Motion carried.
The letter from Officer Lorna K. Rufener requesting leave without pay for a varied
period between September 13 to September 22, 1981 , for a period of 46 hours, was
read. A letter from Chief Skewes approving the request was also read. It was moved
and seconded to accept the letters into the record. Motion carried.
With no further business, the meeting adjourned at 8:35 a.m.

and at the same time review the rules and regulations and make recommendations
on any changes necessary.
Captain Byerly reported on the recent examination for Law Enforcement Officer held
on September 26, 1981. Out of 32 who took the physical agility test, 23 passed and went
on to the written, out of which 19 passed. The oral board was held October 13 and 14
for the top 16 applicants. Captain Byerly requested the following names be removed
from the Law Enforcement Officer Eligibility List because of failure to pass the oral
board: Michael T. Olson

Stanley D. McCall
Ralph L. Loewen
Gregory A. Hoover
Kevin L. Moore
Daniel E. Brew
Gary L. Yeutsy
James F. Peterson
Thomas J. Stevens

Based on the recommendations of the Police Department, it was moved and seconded
to remove the preceding names from the Law Enforcement Officer Eligibility List.
Motion carried.
Chief Skewes said he is assuming that Mr. Webby is going to work on the Police Ser-
geant exam. An examination is needed as soon as possible. According to Chief
Skewes, there are 24 qualified to take the examination and a method of pre-screening
of technical skills may have to be utilized.
The subject of veteran's preference was brought up by Chief Skewes, but because of
Mr. Webby's absence. Secretary said she would make inquiry to him.
The letter dated October 13, 1981 from Chief Angelo to Deputy Chief Freelove inform-
ing him of his discharge from employment effective October 19, 1981 was read. It
was moved and seconded to accept the letter into the record. Motion carried.
The letter of October 14, 1981 from Kent Firefighter IAFF Local 1747 approving the
continuous testing concept and the chniga of qu;a'tfications for Deputy Chief was read.
It was moved and seconded to accept the letter into the record. Motion carried. As to
the classification of "original applicants", it was determined it would mean those who
applied and are on the eligibility list and not laid off from the department. Lay-offs
would be covered under Rule XIV, Section 2,of the rules and regulations. With the
approval of the Firefighters Local, it was moved and seconded to authorize an exami-
nation for Deputy Chief. Motion carried.
The next meeting is set for 8:00 a.m. November 19, 1981 at Fire Station Headquarters.
