HomeMy WebLinkAboutCity Council Committees - Civil Services Commission - 09/17/1981 KENT CIVIL SERVICE COMMISSION MEETING MINUTES September 17, 1981 The regular meeting of the Commission was called to order by Chairman T. Richard Ried. Present were: Commission members Donald Whitener and Terry Yahn, Chief Skewes, Acting Deputy Chief Berg, Acting Assistant Chief Fronsdahl and Firefighter/ Mechanic Woodin. The minutes of the special meeting of September 9, 1981 were approved as presented. Acting Assistant Chief Fronsdahl questioned as to how the continuous testing process would affect the Fire Department. After discussion, it was determined that though the continuous testing concept was adopted at this time for the Police Department's utilization, the Fire Department's present testing procedures would not be affected. Chief Skewes reported that he had interviews yesterday with the top three candidates for the Captain's position and that he will be making the appointment this morning and will inform the Commission of the selection. The letter dated September 11, 1981 from the Kent Police Guild with an affirmative response to the continuous testing concept was read. It was moved and seconded to accept the letter as a matter of record. Motion carried. It was determined that the Firefighter Union should also be notified of the proposed change. The letter of September 10, 1981 from Firefighter John T. King was read. He re- quested permission to take his Firefighter First Class examination nine months early because he had received 60 credits towards Fire Command and Administration from North Seattle Community College and Highline Community College. It was moved and seconded to accept the letter and refer it to the Fire Department for their evaLu- ation and their recommendation to be made at the next meeting. Motion carried. Secretary reported that the Law Enforcement Officer examination will be held on Saturday, September 26 with the physical agility to be held in the morning at the facility near Valley Comm and the written exam to be held at Kent-Meridian High School in the afternoon. It was moved and seconded to approve the application form with the necessary cor- rections. Motion carried. Acting Deputy Chief Berg requested an examination for Deputy Chief as soon as possible, for two Deputy Chief positions, but also requested a change in the qualifications for Deputy Chief in the rules and regulations to include "Lieutenant or above who have served satisfactorily with the Kent Fire Department for a period of forty-eight months". He explained that, according to the present rules, the only persons eligible are the Assistant Chief and two Captains. It was further stated by Acting Assistant Chief Fronsdahl that Lieutenants are often called upon to take over the responsibilities of a Captain's job. After discussion, it was moved and seconded to change Rule VIII, Section 8, Deputy Chief, paragraph 1, to read: "Must have served satisfactorily as a Lieutenant or above with the Kent Fire Department for a period of forty-eight (48). months." Motion carried. The Firefighter Union is to be notified.
