HomeMy WebLinkAboutCity Council Committees - Civil Services Commission - 09/09/1981 KENT CIVIL SERVICE COMMISSION MEETING MINUTES September 9, 1981 This special meeting was called to order in the City Court Room at 7:30 p.m. by Chair- man T. Richard Ried. Present were: Commission members Donald Whitener and Terry Yabn, Chief Angelo and Captain Byerly. Also in attendance: Administrative Assistant Mike Webby. The minutes of the meeting of August 20, 1981 were approved as submitted. At Mr. Webby's request, the meeting went into executive session to discuss the results of the Law Enforcement Captain's examination. When the meeting reconvened at 8:30 P.m. , a motion was made and seconded to certify the Captain's Eligibility List as presented by Mr. Webby as follows: Kenneth R. LaBelle Hal A. Rees Gerald N. Lutz Knute W. Hammer Lynn R. Britton Larry J. Jilbert Motion carried. Chairman Ried expressed the compliments of the Commission for the excellent job and effort that Mr. Webby and the assessors put into the assessment center. Captain Byerly presented the memorandum dated this date from Attorney Mirk in refer- ence to the changes in the rules and regulations to accommodate continuous testing. The • changes are as follows: 1. Rule IX, Section 4. "Rating and Preparation Lists". Add "For the purposes of this Section the term "an examination" shall mean any examination or series of examinations conducted for the purpose of providing an eligibility list for entry level positions." 2. Rule IX, Section 6. Eliminate "which list has not been abolished and" and the section to read: ". . . .and if there is not already a promotion list for the supervisory position from which the vacancy could be filled. . . ." 3. Rule XI, Section 2. The second sentence beginning "Eligible lists" to be changed to read "Eligible lists at the entry level shall remain in effect until cancelled by action of the Commission. Promotional lists shall remain in effect six (6) months and may be extended by action of the Commission for up to an additional six (6) months. No promotional list shall be in effect for more than a total of twelve (12) months." 4. Rule XI, Section 5. (New section) "Not withstanding any of the provi- sions of Section 4 above, an eligibility list at the entry level may be altered if as a result of continuous testing the order of earned ratings following such testing shall change. This provision shall apply, however, only in the event that all persons on any such eligibility list shall have undergone identical testing procedures." It was moved and seconded to approve the changes as submitted by Attorney Mirk. Motion carried. Secretary was instructed to notify the Police Guild of the proposed changes and to request an affirmative or negative response.
