HomeMy WebLinkAboutCity Council Committees - Civil Services Commission - 08/20/1981 KENT CIVIL SERVICE COMMISSION MEETING MINUTES August 20, 1981 The regular meeting of the Commission was called to order at 8:05 a.m. by Chairman • T. Richard Hied. In attendance were: Commission members Donald Whitener and Terry Yahn; Chief Angelo, Deputy Chief Berg, Assistant Chief Fronsdahl, Captain Orndorff and Firefighter/Mechanic Woodin from the Fire Department and Chief Skewes and Captain Byerly from the Police Department. Also present: Administrative Assis- tant Mike Webby. The minutes of the July 30, 1981 meeting were approved as submitted. Mr. Webby gave a progress report on the forthcoming Law Enforcement Captain's assessment center, which he said has been completed and the candidates notified of the exam dates of August 26 and 27. He is meeting with the candidates at 9:00 p.m. this evening to answer any general questions. Because of space problems, the main body of the center will be at Kent Commons, where Mr. Webby foresees no security' problems. Mr. Webby requested a special meeting with the Commission after the assessment center, which was agreeable to the Commission, Chief Angelo had several things to report: Deputy Chief Freelove has applied for permanent disability; there is one position vacant and there will be a need for another entrance level examination for firefighter, but at this time Chief Angelo said he would like to take a look at the overall organizational structure. The letter of August 6, 1981 from Attorney Mirk concerning the continuous testing • concept was read. It was moved and seconded to accept the letter into the record. Motion carried. Chief Skewes requested that the Secretary be authorized to start advertising for entry level police officer. A motion was made and seconded to start advertising for entry level police officer. Motion carried. Captain Byerly informed the Commission that at the graduation of Roy Wilkowski from the academy he was among the top three in three areas and first overall in the gradu- ating class. Chief Skewes commented that it seems to be in the norm that we are in the top three or close to it with the new recruits. It was moved and seconded to extend the Fire Captain Eligibility List for six months, which will expire March 6, 1982. Motion carried. The memo of August 6, 1981 from Chief Skewes requesting a Sergeant's examination was read. It was moved and seconded to authorize a police sergeant examination and support the assessment center concept. Motion carried. When asked if he would develop the assessment center, Mr. Webby advised that his main concern is his lack of time to work on the center. The matter of the center will be discussed at another meeting. • The memo of August 14, 1981 from Deputy Chief Berglregarding the promotion of Kevin R. Nee and Patrick S. Ellis to First Class Firefighter, effective August 1 , 1981 and the employment of Phillip R. It was moved and seconded to accept the memo into the record. Motion carried. It was moved and seconded to revise the general information letter for applicants with the proposed changes and the Secretary to draft a copy by the next special meeting. Motion carried.
