July 30, 1981
• The regular monthly meeting of the Commission was called to order at 8i10 a.m. In
the absence of Chairman Ried, Commission member Donald Whitener presided. Also
present were: Commission member Terry Yahn, Administrative Assistant Mike Webby,
Chief Angelo, Assistant Chief Berg, Captain Byerly and Firefighter/Mechanic Woodin.
The minutes of the special meeting of July 2, 1981 were approved as submitted.
Mr. Webby gave a report on the progress of the Police Captain's assessment center.
He said that most of the test is together; that letters were sent by the Secretary to the
candidates notifying them of the testing dates of August 26 and 27, 1981; and that he will
be meeting with the candidates the week before the test for a briefing on the center and
to answer any questions they may have. In answer to Mr. Yahn's inquiry, Mr. Webby
said that the assessors have been assigned. The center will be conducted at City Hall.
He also informed the Commission that the City of Tukwila is interested in assessment
centers for promotion and may contact the Commission for more information.
Chief Angelo informed the Commission that with Deputy Chief Freelove on an extended
disability leave and the uncertainty on his return, it may be necessary to give tests for
Deputy Chief, Assistant Chief and Captain or Lieutenant next year.
Captain Byerly reported that Roy Wilkowski and Michael Painter are currently attending
the academy with Wilkowski graduating next month. Captain Byerly also stated that he
• has recommended to Chief Skewes to not go any further on the existing police officer
eligibility list and would rather go on to the continuous testing.
Assistant Chief Berg reported that a new recruit, R. Phillip Palady, has been hired
this week. A letter to that effect will follow.
The telphone poll of the Commission members conducted by the Secretary on July 6 to
extend the Firefighter Eligiblity List for two months was formally approved. The list
will expire on August 15, 1981.
Secretary reported that at Chief Skewes suggestion, Attorney Mirk nad been sent a
memo requesting identification and wording of the sections of the Rules and Regula-
tions which needed to be changed due to the adoption of the continuous testing concept.
She stated that Attorney Mirk has been working on the changes.
The letter dated July 7, 1981 from Chief Skewes regarding the employment of Michael
Painter as probationary patrolman effective July 8, 1981 was read. It was moved and
seconded to accept the letter into the records. Motion carried.
The letter of July 22, 1981 from Assistant Chief Berg informing of the emergency hiring
of Eugene Larcom as Assistant Chief during the period from July 14 to'24, 1981 was
read. It was moved and seconded to accept the letter into the records. Motion carried.
The letter of July 24, 1981 from Chief Angelo informing of the provisional appointments
of Assistant Chief Berg to Deputy Chief and Captain Fronsdahl to Assistant Chief, effec-
tive July 24, 1981 was read. In addition, Lieutenant Svenvold is assigned a temporary

• appointment as Captain, effective July 24, 1981. A motion was made and seconded
to accept the letter into the records. Motion carried.
At this time the 1982 budget was presented for approval. It was moved and seconded
to approve the budget request but to include an increase to $3,000 instead of the $1,500
original request in the Advertising account because of increased advertising anticipated
due to the continuous testing process. Motion carried.
The next meeting date is August 20, 1981, 8:00 a.m. , at Fire Station Headquarters.
Meeting adjourned at 9:00 a.m.
