HomeMy WebLinkAboutCity Council Committees - Civil Services Commission - 07/02/1981 KENT CIVIL SERVICE COMMISSION MEETING MINUTES July 2, 1981 This special meeting was called to order by Chairman T. Richard Ried. Present were: • Commission members Donald Whitener and Terry Yahn, Administrative Assistant Webby, Chief Skewes, Captain Byerly and Detective Kelch. The minutes of the June 18, 1981 meeting were approved as submitted. Chief Skewes reported that, as instructed by the Commission, he had conferred with Attorney Mirk and explained the proposed continuous testing concept to him. He stated that Attorney Mirk has researched into the ruling of the eligibility list, that there is no requirement for six months' list and found no obstacles in continuous testing with the exception that if the Training Commission changes the test in any way, we would have to give another big test, starting over on an equal and fair basis. Chief Skewes noted that the rules and regulations would have to be changed. It was moved and seconded that Chief Skewes and the Secretary make the necessary proposed changes in the Civil Service Rules and Regulations and present it to the Commission for approval. Motion carried. The letter of June 30, 1981 from Sgt. G.N. Lutz requesting participation in the Captain's examination was read. Chief Skewes commented that if a candidate is going to meet the qualifications during the life of the eligibility list, he should be able to take the examina- tion. Based on Sgt. Lutz's experience as acting Sergeant and the fact that he will become officially eligible on September 16, 1981 which would be during the life of the eligibility list, it was moved and seconded that he be allowed to take the Captain's examination. • Motion carried. Administrative Assistant Webby, who at this time is faced with 'various negotiations with the Fire and Police Departments which is placing a burden on his time, requested the date for the Captain's assessment center be extended until the second ,week of August. He presented his proposal for the validated assessment center. Any exercise dealing with Field Command is not contemplated, to which Chief Skewes added that the Field Command exercise is stressed in the Sergeant's assessment center and a;Captain usually does not deal with that phase. Mr. Webby stated that the assessment center will be exe- cuted similar to the one for Fire Chief.using assessors who do not have police background but trained assessors involving personnel or management background. It:was moved and seconded to authorize Mr. Webby to proceed with the development of the assessment center for the Captain's examination. Motion carried. Mr. Whitener commented that he felt that at least one of the assessors should have a police background. Chief Skewes related that there has been no police officers serving as assessors in previous examinations and the emphasis of concern is in using administrative assessors with management skills to do proper evaluations. Captain Byerly commented that he would not have wanted a police officer on his assessment center to avoid any preconceived ideas. Chairman Ried thought that the Commission did not have to approve the assessors and.%went on to the next order of business. At this time the meeting went into executive session with Captain Byerly and Detective • KeLch. When the meeting reconvened, it was moved and seconded to remove the following from the Law Enforcement Eligibility based on the information provided by Detective Ketch: Kent Civil Service Commission Special Meeting Minutes - Page 2 July 2, 1981 • Gordon E. Mitchell - failed background Gary W. Martzall - withdrew because of medical disability Curtis S. Crisp - withdrew because of other employment Joseph S. Bernstein - failed medical James R. McBride - failed background David A. Buchannon- failed medical Michael K. Dillon - failed medical Motion carried. The letter of June 18, 1981 from Michael P. Sweeney informing the Commission that he has returned to the employ of the Kent Police Department on June 15, 1981 was read. It was moved and seconded to accept the letter into the records. Motion carried. The letter dated May 27, 1981 from Robert C. McCurdy informing of his resignation effective June 11 , 1981 was read. It was moved and seconded to accept the Letter into the records. Motion carried. The letter dated May 20, 1981 from Alan J. Paulsen notifying of his resignation effective May 20, 1981 was read. It was moved and seconded to accept the letter into the records.
