June 18, 1981
The regular monthly meeting was called to order at 8:00 a.m. by Chairman T. Richard
• Ried. Present were: Commission members Donald Whitener and Terry Yahn, Chief
Skewes and Interim Chief Freelove.
The minutes of the meeting of May 21 , 1981 were approved as submitted.
Thursday, July 2, 1981 at 8:00 a.m. was set for the meeting with Mike Webby which he
requested to discuss the Law Enforcement Captain's assessment center.
Interim Chief Freelove reported he had spoken with the new chief and that he is expected
to be in town on June 28 and to work on June 29th. Chief Freelove also reported that the
department will be hiring the first of next month.
Chief Skewes reported that he has been asked to go to work with the State of Washington
for the City of Kent to analyze the management program for the Washington State Patrol
involving five districts for twenty days during a 60-day period.
The subject of continuous testing concept was discussed at this time. Chief Skewes stated
he had contacted Garry Wegner of the WSCJTC and any time we would give the test, the
Training Commission would provide their services and computerized processing. It was
moved and seconded to proceed with the investigation of the continuous testing process.
Motion carried.
Chief Skewes also feels the need of a sergeant's examination. A motion was made and
• seconded to hold a sergeant's examination, if it is necessary, after the results of the
captain's examination. Motion carried.
As there was no response from the Police Guild on the proposal to change Rule VII, Sec-
tion 2, it was moved and seconded to approve the change as proposed at the last meeting.
Motion carried.
It was moved and seconded to formalize the telephone poll conducted by the Secretary on
June 3, 1981 in response to Chief Skewes' letter of May 27 to authorize a promotional
examination for the position of police captain. Motion carried.
The letter was read from IPMA informing that Mike Webby's membership with that orga-
nization is as an individual member and the savings derived from discounts on test orders
for agency membership as to non-members would more than cover the annual membership
in the association. When questioned, Chief Freelove indicated he was satisfied with the
IPMA Firefighter test given last year. It was moved and seconded to renew the member-
ship. Motion carried.
The letter from Chief Skewes regarding the employment of Roy D. Wilkowski as proba-
tionary law enforcement officer, effective May 27, 1981, was read. Chief Skewes com-
mented that Roy is presently at the academy and was elected vice president of his class.
It was moved and seconded that the letter be accepted as a matter of record. Motion

• Chief Skewes reported that Personnel has requested job descriptions for all positions
within the Police Department and Interim Chief Freelove said that the Fire Department
has also received the same and would wait for the new chief's input on all job classifica-
tions. With a legal action pending on the Guild contract and Civil Service Rules and
Regulations, it was determined that the Personnel Director should direct,a letter to
the Commission asking in specific detail what he wants relating to job descriptions for
the Fire and Police Departments.
The next regular_ meeting will be Thursday, July 30, 1981 , at 8:00 a.m, at Fire Station
Headquarters.
With no further business, the meeting adjourned at 9:00 a.m.
