May 21, 1981
The monthly meeting was called to order by Chairman T. Richard Ried. Present were:
Commission member Terry Yahn, Chief Skewes and Interim Chief Freelove.
The minutes of the April 16, 1981 meeting were approved as submitted.
Chief Freelove reported that he had a meeting with the Secretary and went through the
Rules and Regulations and the questions involved. He felt there is no need for changes
in the rules. He also reported that he will be hiring one person from the Eligibility List
to fill a vacancy.
Chief Skewes pointed out that with the retirement of Captain Grant, there is a vacancy in
the position in the administrative structure. At the present time the Chief said he is
taking a long look at the organizational structure of the department, including the goals
and objectives of the next three years and asked for the Commission's patience on this
matter.
At this time the meeting went into executive session.
When the meeting reconvened, the recommendation from Chief Skewes in his memo of
May 19, 1981 was brought up for discussion. His recommendation is to delete Rule VII,
Sections 2,3,4 and 5 and retain "Must have successfully completed the probationary
period for Police Officer". The similar terminology of the police ranks in the Civil
Service Rules and Regulations and the labor agreement between the City of Kent and the
Kent Police Officers' Guild has created some confusion and resulted in a legal action.
• Chief Skewes has discussed this situation with Attorney Mirk who is in agreement with
the Chief. Based on Chief Skewes' and Attorney Mirk's recommendations, it was moved
and seconded to delete Sections 2,3,4 and 5 of Rule VII and revise Section 2 to read:
Section 2. "POLICE OFFICER"
1 - Must have successfully passed the probationary period.
Section 6 for Sergeant becomes Section 3, Section 7 becomes Section 4, Section 8 becomes
Section 5, etc. Motion carried.
The I.P. M.A. membership is up for renewal and Secretary was instructed to contact
Mike Webby, who had previously stated that the City is also a member, to see if the
Commission could be included with the City's membership.and to inform the agency
accordingly.
The letter from Association of Washington Cities pertaining to HR. Bill 481 was read.
It was moved and seconded to accept the letter into the records. Motion carried.
A motion was made and seconded to remove the following names from the Law Enforce-
ment Eligibility List: 'Gregory B. Mettler, Jerry W. Delo, James S. Jack, Alfred E.Larson,
Eric R. Kovatch, Thomas L. Lewis, William E. Woehrle, Peter K. Vogl, Mark A. Ridgeway,
Michael M. Gordon, Norman E. Larson and Alan R. Rhodes, all failed Oral Board; John
S. Thomas and Carl W. Vickers, no show for Oral Board; and Curtis S. Crisp, employment
with King County Police. Motion carried.
Or Chief Skewes asked the Commission to consider looking at a system whereby we do not
test in large groups, but have a continuous testing process, thereby acquiring better
qualified candidates. Chairman Ried requested a more detailed plan for the next meeting.

Chief Freelove announced that the new chief, Norman G. Angelo, will-be in Kent June 29th.
The next meeting is 8:00 a.m. , June 18, 1981 at Fire Station Headquarters.
Meeting adjourned at 9:04 a.m.
