HomeMy WebLinkAboutCity Council Committees - Civil Services Commission - 03/26/1981 KENT CIVIL SERVICE COMMISSION MEETING MINUTES March 26, 1981 The regular meeting was called to order by Chairman T. Richard Ried. In attendance . were: Commission member Donald Whitener, Interim Chief Freelove, Captain Byerly and Firefighter/Mechanic Woodin. The minutes of the meeting of February 19 and of the special meetings of March 6 and 11, 1981 were approved as presented. Secretary reported that the law enforcement physical agility examination is scheduled for 8:00 a.m. on April 4th at Kent Elementary School and the written exam is the same day at Sequoia Junior High School to begin at 1:00 p.m. Captain Byerly re- ported that a revalidation of the physical agility test will be done one hour prior to the physical agility exam utilizing the same equipment and same weather conditions. The time derived from the validation will be used for the scoring for the exam which follows. He said that the Guild president will select eleven men to participate in the validation. Discussion was held regarding the revision of Rule VII to bring it to coincide with the Police Guild contract with the city but was postponed to the next regular meeting when the Police Guild contract will be available and can be reviewed. Secretary reported that there has been no response yet from the city attorney to the memo regarding charging applicants and arrest record of firefighter applicants. • The memo of March 11, 1981 from Chief Freelove to Lieutenant Mike Evans regard- ing his appointment from temporary to permanent lieutenant effective'March 16, 1981 was read. It was moved and seconded the memo be made a part of the record. Motion carried. The memo of March 11, 1981 from Chief Freelove to Lieutenant Albert Bond in refer- ence to his promotion to the rank of probationary Captain effective March 16, 1981 was read. A motion was made and seconded to accept the memo into the records. Motion carried. The letter from James Bottjer requesting reconsideration of his rejected application for police officer was read. Mr. Bottjer had failed to indicate whether he had gradu- ated or not on the application. Based on previous established rules and precedence established in similar cases, it was mwed and seconded to deny the request from Mr. Bottjer. Motion carried. Secretary noted that a request was made by phone from Michael Walley, police appli- cant, asking for consideration because his religion does not permit him to participate in an examination on Saturdays. After discussion, a motion was made and seconded to deny the request to give special consideration for a specific individual. Motion carried. Chief Freelove reported that the assessment center for the new fire chief is being held today. The letter of March 13, 1981 from Attorney Thomas H. Grimm and the memo of March 16, 1981 from Chief Freelove in reference to Lieutenant John Evans were Kent Civil Service Commission Meeting Minutes - Page 2 March 26, 1981 brought up for discussion. It was moved and seconded to accept the letter and memo • into the records. Motion carried. Chief Freelove pointed out that the charges are covered under Civil Service Rules and Regulations, Rule XV, Section:4, sub-section 2, and Kent Fire Department S.O.P. Rules and Regulations Article XI. A hearing is scheduled for 8:00 a.m. Thursday, April 2, 1981, at Fire Station Headquarters. Secretary will notify Mr. Grimm. Chief Freelove commented that due to the heavy activity in his department this month, he did not have time to go over the rules referring to the psychological examination for firefighter but will do so during the next month. Due to the absence of a full body of Commission members, selection of a new chair- man was postponed until next month. The next regular meeting is set for 8:00 a.m. , April 16, 1981 at Fire Station Head- quarters. Meeting adjourned at 9:00 a.m. Respectfully submitted, • Amy E.
