HomeMy WebLinkAboutCity Council Committees - Civil Services Commission - 01/13/1981 KENT CIVIL SERVICE COMMISSION MEETING MINUTES January 13, 1981 The regular monthly meeting was called to order at 8:00 a.m. by Chairman T. Richard Ried. In attendance were: Commissioners Donald Whitener and Terry Yahn, Acting Chief Freelove, Assistant Chief Berg, Captain Byerly and Fire- fighter Ken Weatherill. Also present: Administrative Assistant Mike Webby. The minutes of the meeting of December 18, 1980 were approved as submitted. Mike Webby reported on the progress of the selection process of candidates for the Fire Chief position. He said the selection group met on January 7th and rated and scored each candidate. Mr. Webby distributed copies of the scores and rankings of each candidate and he gave a brief description of the top seven candidates as follows: W. Swoffer, Fire Chief, Independence, Mo. , AA, BS, MPA, approximately 20 years service N. Angelo, Fire Captain and training officer, Hayward, Ca. , AA, BS, currently MBA candidate, 10 years service H. Crawley, Fire Chief, Tukwila, Wa. , AA, BS, MPA, 14 years service D. Van Zanen, Fire Chief, Maple Valley, Wa. , AA, BA, MPA, 8 years service M. Berg, Kent, Wa. , (Mr. Webby commented that the candi- date is known to everyone present) M. Sample, Fire Chief, Yuma, Az, AA, currently BA program, 15 years service. A. Conners, Fire Chief, Arkansas City, Ks. , AA, BS, MPA candidate, 12 years service Mr. Webby stated that although the City Council had not made a decision on the public safety officer situation, he would like to begin preliminary work on the assessment center and put together a possible schedule for same. He will notify all the candidates that the initial phase of the screening process has been com- pleted and the next procedures. A motion was made and seconded to certify the list as presented by Mr. Webby. Motion carried. The Commission complimented him on the excellent job he had done. Acting Chief Freelove reported that five new recruits, Theodore J. Burke, Andrew E. Speier, Brian Felczak, John Robinson, and Ronald Johnson, began employment effective January 2, 1981 and have started the academy. He will be hiring four more February 1st due to terminations and resignations. He is also working on the assessment center for the Captain's promotional exam. Captain Byerly reported that two recruits are in the academy and there is still one vacancy but not to be filled from the present list. The letter from Robert D. Walker, firefighter applicant, was read. A motion was • made and seconded to deny eligibility for the last examination because he did not show up for the examination when scheduled. Motion carried. He is to be sent another application to submit for the next examination. Kent Civil Service Commission Meeting Minutes - Page 2 January 13, 1981 The letter from Assistant Chief Berg regarding the termination of Tim Sanderson was read. Assistant Chief Berg commented that Mr. Sanderson was evaluated after each tour by his officers and their conclusion was that he was not applying himself to the job. It was moved and seconded to accept the letter as a matter of record. Motion carried. The letter from Scott K. Krefft requesting the opportunity.to see a different psy- chologist was read. Acting Chief Freelove remarked that Mr. Krefft took three hours to find Dr. Smith's office and he also commented that Dr. Smith has been approved by the Commission and he has the standards by which we want the indi- viduals tested. It was moved and seconded to deny Mr. Krefft's request based on Dr. Smith's and Chief Freelove's recommendations. Motion carried. The next regular meeting is scheduled for February 19, 1981, 8:00 a.m. , at Fire Station Headquarters. Meeting adjourned. Respectfully submitted, Amy E.
