HomeMy WebLinkAboutCity Council Committees - Civil Services Commission - 12/18/1980 KENT CIVIL SERVICE COMMISSION MEETING MINUTES December 18, 1980 The regular meeting was called to order by Chairman T. Richard Ried. In attendance were: Commissioners Donald Whitener and Terry Yahn, Chief Skewes, Acting Chief Freelove, Assistant Chief Berg, Captain Byerly and Firefighter Tom Shepard. Also present: Administrative Assistant Mike Webby. It was moved and seconded to correct the November 20, 1980 minutes, third paragraph, to read: "The applicant had failed his background investigation on his previous exami- nation and, in the Commission's opinion, that background investigation is, at this time, a continuing basis for ineligibility; therefore, his name is removed from the Law Enforcement Eligibility List." Motion carried. A motion was made, seconded, and carried to correct the proposal to amend Rule VII, Section8, first paragraph, to read: "1. Must have served satisfactorily as a sergeant or above for 36 months with a municipal, county, state or federal law enforce- ment agency; however, successful completion of course work in police science, public or police administration, or related course work at an accredited college or university may be substituted for up to one year of experience based on the Civil Service Com- mission's evaluations. Must have served satisfactorily a mini- mum of twelve months with the Kent Police Department." It was moved and seconded to accept the minutes of November 20, 1980 as amended. Motion carried. The minutes of the special meeting of December 15, 1980 were approved as submitted. The memo and copy of letter to Gary Forrest's attorney from Attorney Mirk were accepted into the records. Mike Webby requested a special meeting after the committee meets on January 7 to review the Fire Chief candidates' qualifications. At that time he will have a list for certification and complete composite scores on all the candidates. The Commission was agreeable to a special meeting. Assistant Chief Berg reported that the top seven Firefighter candidates have accepted employment. They are taking their medical examinations tomorrow and the psycho- logicaLexams will follow the early part of next week. The letters from police applicant, Terry D. Kindle, Richard D. Baerg, M.D. , Michael T. Haynes, M.D. and Charles D. Jacobson, M.D. were read. Based on the information from the Kent Medical Center where the applicant did not meet LEFF requirements, a motion was made and seconded to deny the request for re- consideration for employment. Motion carried. Chief Skewes stated he would not hire any more from the current Law Enforcement Eligibility List with only one vacancy left at the present time. �� The letter from Officer Alan J. Paulsen was accepted as a matter of record.
