November 20, 1980
The regular meeting was called to order by Chairman T. Richard Ried. In
attendance were: Commissioners Donald Whitener and Terry Yahn, Chief Skewes,
•` Acting Chief Freelove, Assistant Chief Berg and Captain Byerly. Also present
was Administrative Assistant Mike Webby.
It was moved and seconded to approve the minutes of the October'23, 1980 meeting
as submitted. Motion carried.
Based on the information from City Attorney Mirk, a motion was�made and sec-
onded to remove Kurt E. Rasco from the Law Enforcement Eligibility List. The
applicant had failed his background investigation on his previous examination
and, according to Attorney Mirk's opinion, as long as the background information
remained on his record, he would be disqualified. Motion carried.
Secretary reported that the Law Enforcement oral board took place on November 3,
4 and 5 with 13 applicants being interviewed and 7 going on to take the polygraph.
Secretary also reported that the physical agility examination for Firefighter entry-
level took place on November 15 and 16 with 153 out of 236 appearing and 125 going
on to the written exam on November 25th. Acting Chief Freelove informed the
Commission that he will call the top thirty applicants for the oral board. A motion
was made and seconded to approve the"L P.M.A. entry-level Firefighter test based
on the recommendations of the Chiefs. Motion carried.
•_ Mr. Webby brought the Commission up to date on his progress on the Fire Chief
screening process. He related on the questionnaire, the point system and the
value of qualifications of the candidates. After considerable discussion on whether
the selection process gave "in-department" candidates enough consideration, it
was moved by Mr. Yahn and seconded by Chairman Hied, with Mr. Whitener voting
against, to approve the testing process as presented by Mr. Webby. Motion car-
ried. Chairman Hied complimented Mr. Webby on the fine job with the difficult
assignment. Mr. Webby remarked that he hoped to come to the next meeting or
sooner with the top six candidates' names.
Acting Chief Freelove requested permission to prepare for a captain's examination
for the next year. It was moved and seconded to approve the request. Motion
carried.
In order to determine the top three candidates on the Law Enforcement Eligibility
List, a motion was made and seconded to leave Harold J. Morass, applicant from
Hawaii who has not yet had his oral board interview, on the list. Motion carried.
The top three are: Hugh D. Chinn, Matthew Onderbeke and Terry D. Kindle.
Chief Skewes also requested a captain's examination, but first recommended the
Commission look at and include the minimum requirements as set forth in the
new job descriptions by Salik and Associates. Based on the Chief's recommenda-
tions, it was moved and seconded to propose to include the following for qualifica-
tions for Law Enforcement Captain under Rule VII, Section 8:

1. Must have served satisfactorily as a sergeant or above for
36 months with a municipal, county, state or federal law enforcement
• agency with a minimum of 12 months with the Kent Police Department;
however, successful completion of course work in police science, pub-
lic or police administration, or related course work at an accredited
college or university may be substituted for up to one year of experience
based on the Civil Service Commission's evaluations.
Motion carried.
The memo from Assistant Chief Berg on promotions to Second-Class Firefighter
(corrected to First-Class Firefighter 11-20-80) was read: Randal G. Anderson
and Ernest R. Rideout, effective November 1, 1980 and Michael R. Ernst, effec-
tive January 1 , 1981 . It was moved,seconded and carried that the memo be made
a part of the record.
The letter from Chief Skewes requesting extension of the Law Enforcement Ser-
geant Eligibility List for an additional six months was read. It was moved and
seconded to approve the extension of the Sergeant Eligibility List which is now
effective until June 26, 1981. Motion carried.
The letters-from Chief Skewes to Michael Sanford and Randy Bourne regarding
their employment commencing November 17, 1980 as Probationary Patrolmen
were read and accepted into the records.
.- The letter from Raymond W. Wakeman requesting a specific reason for his failure
to pass the police background investigation was read. Secretary was instructed
to inform the applicant that based on the attorney's advice, we cannot reveal the
results of any background investigation, which is confidential and cannot be re-
leased to anyone, including the applicant.
A request from Edward Lee Lawrence, Firefighter applicant, for a special time
to take the written test because he cannot take time off from his work was received.
It was moved and seconded to deny the request as it would deviate from the stan-
dard practice:. Motion carried.
The next meeting date is December 18, 1980 at 8:00 a.m. at Fire Station Head-
quarters.
Meeting adjourned at 9:38 a.m.
