HomeMy WebLinkAboutCity Council Committees - Civil Services Commission - 09/18/1980 KENT CIVIL SERVICE COMMISSION MEETING MINUTES September 18, 1980 • The regular meeting of the Kent Civil Service Commission was called to order by Chairman T. Richard Ried. In attendance were: Commissioners,Whitener and Yahn, Personnel Director Webby, Chief Foster, Chief Skewes, Deputy Chief Freelove and Firefighter/Mechanic Woodin. Also present later was Captain Orndorff. The minutes of the August 21, 1980 meeting were approved as submitted. A motion was made and seconded to confirm the telephone poll of the Commissioners on September 3 by the Secretary to approve the weighted reading and writing scores for entry level law enforcement applicants. Motion carried. Having no response from either the Firefigiter Union or the Police Guild, a motion was made and seconded to reinstate Section 10 of Rule X. Motion carried. , Mike Webby reported that there have been 84 interested persons in the Fire Chief position so far with sixteen packets having been returned as of last night. He is receiving applications until the end of the month. The selection process will begin the end of September with the packets with information going to the panel who will look over the information and pare the list down to six people that will go through the assessment center. The panel will weigh the questions and answers numeri- cally and come up with a composite relative score to the questionnaire; also de- velop a weighted scale for measuring the resumes which will give the technical information; and add together to get the total score. The top six candidates will be picked based on the score and the names brought to the Commission for appro- val. The three-member panel will consist of Fire Chief Otto Jensen of Vancouver, City Manager John Adamson of Puyallup and himself (M. Webby) Mr. Webby would hlso like to begin in the very near future to develop an assessment center and bring it to the Commission for approval. The time frame is to have the selec- tion by the end of November. Chief Foster suggested that since the department has three eligible candidates for the position of Chief, to pick, for example, six candidates from the outside plus the three from inside to go to the assessment lab. He emphasized that since the three are qualified according to Civil Service Rules and Regulations, they should be allowed to take the examination. After much discussion by the attendant group on waiving the first part of the examination for the candidates of the department which would then result in two separate testing procedures and the concern of giving the candidates within the department every advantage because of their knowledge of the administrative system in the Kent Fire De- partment, a notion was made and seconded to approve Mr. Webby's recommen- dations but he should go back and assign various weights and possibly adjust them. Motion carried. Chief Foster reported that Captain Bridge is now on disability leave and probably _ - will not return. He has appointed Lieutenant Tilley as Provisional Captain. Kent Civil Service Commission Meeting Minutes - Page 2 September 18, 1980 Chief Foster requested a Captain's examination to be completed within the next four to five months. Chief Foster also requested the Lieutenant's Eligibility List be extended for six months. It was moved and seconded to authorize a Captain's examination for the Fire Department. Motion carried. ' A motion was also made and seconded to extend the Fire Department Lieutenant's Eligi- bility List for six months. Motion carried. Chief Foster referred to Rule XII, Section 4, "Provisional appointment" and recommended changing the time limit for provisional appointment from four (4) months to six (6) months; and Section 5, "Temporary appointment" be changed from four (4) months to six (6) months. Chief Skewes agreed to Chief Foster's recommendation. Based on the recommendation, a motion was made and seconded to propose the change from four (4) months to six (6) months, with the Firefighter Union and Police Guild being notified of the proposal. Motion carried. Chief Foster disclosed that after today he would probably have to go on disability leave by doctor Isorders and he is recommending that Deputy Chief Freelove be appointed Acting Chief in the interim. The letter of resignation of Randee R. Kerns, effective September 30, 1980, was read and accepted into the records. The letter from Chief Foster regarding the termination of David C. King, effec- tive August 29, 1980, was read and made a matter of record. The letter from Officer Michael P. Sweeney, requesting a leave of absence to complete the remaining semester for his Master's Degree and to be allowed to participate in any promotional examination for which he is qualified while on leave of absence. A motion was made and seconded to approve his request. Motion carried. The letter from Antony Sirgedas requesting reconsideration of his dismissal from the Fire Department was read. Chief Foster recommended that if Mr. Sirgedas wishes to compete in the next examination and go through the process, he may do so. A motion was made and seconded to go along with Chief Foster Is recommendation. Motion carried. The letter from Firefighter Michael R. Ernst requesting permission to take his Firefighter First Class examination on January 15, 1981 as he has completed 1812 hours of fire service training at L.H. Bates Vocational Technical Institute. A motion was made and seconded to grant the request. Motion carried. The letters from Deputy Chief Freelove regarding the permanent appointment of Samuel E. Grubbs Jr. to Probationary Lieutenant, effective September 16, 1980, and the temporary appointment of Robert F. Dunakey to Lieutenant, effective September 16, 1980, were read and accepted into the records.
