HomeMy WebLinkAboutCity Council Committees - Civil Services Commission - 07/18/1980 KENT CIVIL SERVICE COMMISSION MEETING MINUTES July 18, 1980 • The regular meeting of the Kent Civil Service Commission was called to order by Chairman Richard T. Ried. In attendance were: Commissioner Terry Yahn, Chief Foster, Chief Skewes, Captain Byerly and Firefighter Woodin. Also present was Personnel Director Mike Webby. The minutes of the special meeting of June 26, 1980 were approved as submitted. In regard to the 'proposed removal of Rule X, Section 10, Secretary indicated there was no response from the Firefighters Union or Police Guild. A motion was made and seconded to remove Rule X, Section 10, of the Rules and Regulations which is covered under Rule IX, Section 5. Motion carried. In conjunction with the memo from Firefighter Woodin, representative of the Fire- fighters Union, in reference to Rule IX, Section 5, a motion was made and seconded to add the words, "in writing" to read: "NOTIFICATION OF RESULTS: Each competitor shall be notified in writing of the results of the examination and, if successful, his final earned rating and his relative position on the eligible list. Any applicant shall have the right of inspecting his own test papers." Motion carried. Regarding Rule VII, Sections 2 and 3, Item 2, a motion was made and seconded to propose the following change in Item 2 to read: "Must have served twelve (12) months as Police Officer C-1!' Motion carried. Chief Skewes reported that recruitment process has begun for officers. He has been in contact with Garry Wegner of the WSJTCS and dates in August are flexible for the examination. Mike Webby informed the Commission that he has placed ads for Fire Chief appli- cants in two Fire Chiefs' publications indicating a deadline for August 31, 1980. He presented copies of the ad and job description. He is currently working on the brochure which will include qualifications and the selection process. There will also be a list of questions dealing with fire service management to send with pack- ets to the candidates. Advertising in major newspapers on the coast was discussed. Mr. Webby also reported that the Secretary's salary will be adjusted $60.00 a month retroactive to January 1, 1980. The Chairman thanked Mr. Webby and expressed his satisfaction with the excellent progress which has been made in regard to the matters at hand. The letter from Chief Skewes to David A. Everett on his promotion to the rank of Sergeant effective July 1, 1980, was read and accepted into the records. The letters from Scott A. Helfrich and Mark Olmstead indicating their declination of the position of Firefighter was read and accepted into the records. Sirgedas as Fire- fighters, effective July 16, 1980, was noted and accepted into the records. Chief Foster reported that the new recruits are starting the academy on Monday. The letter of July 16, 1980 from Larry A. Webb, President of the Kent Firefighters Union was read and accepted into the records. The next regular meeting is slated for August 21 , 1980 at 8:00 a.m. at Fire Station Headquarters. Police applicants, Peter Sheridan and Aubrey A. Smith, were granted individual hearings on their failure to meet the minimum requirements of the Kent Police Department. Meeting adjourned. Respectfully submitted, Amy E.
