BOX 310/220 SO.4th AVE. / KENT, WASHINGTON 98031 /TELEPHONE (206)872.8250 KENT CIVIL SERVICE COMMISSION MEETING MINUTES June 26, 1980 This special meeting of the Commission was called to order at 8:00 a.m. at the Police Department by Chairman T. Richard Ried. Present were: Commissioner Donald Whitener and Chief Skewes. Also attending were City Administrator Cushing and Personnel Director Webby. A motion was made and seconded to approve the minutes of the meeting of June 19, 1980 as submitted. Motion carried. Chief Skewes reported on the Sergeant's examination which was completed on June 24th. He commented that overall the assessment center was a good process with excellent assessors and he had received no negative comment from the candidates. A motion was made and seconded to certify the Eligibility List for,Law Enforce- ment Sergeant prepared and submitted by the Secretary and Chief Examiner as follows: David A. Everett James D. Towne Jr. Jerald D. Beal Robert M. Holt Ronald G. Price Charles E. Miller • Steven B. Koransky James M. Miller Robert M. Boone Michael P. Sweeney Johnnie F. Fletcher Jon P. Quackenbush Lawrence W. Wandrey Charles P. Dougherty II Lynn R. Britton Motion carried. City Administrator Cushing informed the Commission that he has been studying the initial draft of the job description for Fire Chief and that he has also conferred with Chief Foster. Mr. Cushing suggested to the Commission, because of the importance of the Fire Chief position and as it is a part of the overall management position to the City and because of a broader search process, he is offering the assistance of his office and also the assistance of Mr. Webby and his Personnel Department to work with the Commission in the recruitment of the new Fire Chief. The Commission welcomed the suggestion and assistance, and accepted the offer by Mr. Cushing. The Secretary will work with Mr. Webby and his department on applications and other details. The consensus is that the examimtion will be an assessment center, including a psychological examination. Chief Skewes sug- gested, in view of the multitude of applications from a wider region, sending out hypothetical problems for the applicants to answer by mail. Kent Civil Service Commission Meeting Minutes - Page 2 June 26, 1980 The meeting went into executive session at this time. When the meeting resumed, a motion was made and seconded to remove Vaughn D. Neumeister from the Law Enforcement Eligibility List based on the back- ground information received by the Commission. Motion carried. The letter from Randall A. Houser requesting removal of his name from the Law Enforcement Eligibility List because of his employment with King County Department of Public Safety was accepted into the records. The Secretary requested a larger file cabinet to hold personnel files and records from promotional examinations. Chief Skewes stated that after the Police De- partment acquires all of the second floor, he could allow space for the Commis- sions file cabinets. Mr. Webby also suggested microfilming the records; he will work with the Secretary for a solution. The Secretary's salary was discussed and adjustment to be made.
