June 19, 1980
The regular meeting of the Commission was called to order by Chairman T. Richard
Ried at Fire Station Headquarters. Present were: Commissioners Whitener and
Yahn, Chief Foster, Deputy Chief Freelove, Assistant Chief Berg, Captain Byerly,
and Firefighter/Mechanic Woodin. Chief Skewes arrived during the meeting.
A motion was made and seconded to approve the minutes of the special meetings of
May 29 and June 4, 1980 as submitted. Motion carried.
Secretary reported that the Law Enforcement Sergeant's examination is scheduled
for June 23 and 24, 1980 at the Police Department.
In regard to Rule X, Section 10, "forthwith", after a brief discussion, it was proposed
to remove Section 10 of Rule X: "NOTIFICATION: Each applicant taking the examina-
tion, whether he failed or passed, shall be forthwith notified of his score in the exami-
nation" as this provision is already covered under Rule IX, Section 5. The labor
organizations representing the Fire and Police Departments will be notified of this
proposal before any revision is to be made in the Rules and Regulations.
Chief Foster requested the Firefighter's Eligibility List be extended. A motion was
made and s econded to extend the Firefighter Eligibility List for six months. Motion
carried.
• . Chief Foster reported on the probationary appointment of Larry Webb to Lieutenant
effective June 1, 1980 and the temporary appointment of Sam Grubbs to Lieutenant
effective July 1, 1980 through September 15, 1980, with letters to that effect sent
to the Commission. A motion was made and seconded to approve the appointments
by the Fire Department. Motion carried.
A motion was made and seconded to continue membership in the IPMA. Motion
carried.
The updated Travel Expense Policy issued by Mike Webby was accepted into the
records.
Captain Byerly requested an executive session during the latter part of the meeting.
The memo from City Administrator Cushing regarding selection of a Fire Chief
was discussed. A motion was made and seconded to authorize Chief Foster to re-
vise the job description for Fire Chief and authorize him to have Mr. Cushing place
the advertisement, Motion carried.
The next meeting date is July 17, 1980, 8:00 a. m. at Fire Station Headquarters.

After the meeting resumed, a motion was made and seconded to remove Peter B.
Sheridan from the Law Enforcement Eligibility List based on background informa-
tion received by the Commission. Motion carried.
A motion was made and seconded to remove Randall A. Houser from the Law
Enforcement Officer Eligibility List based on his phone call to the Secretary re-
questing his name be removed from the Eligibility List. Motion carried. Appli-
cant has been requested to send a letter confirming his request.
Any action on changes in Rule VII, Sections 2 and 3, were tabled until the next
regular meeting.
Meeting adjourned at 8:35 a. m.
