KENT CIVIL SERVICE COMMISSION MEETING MINUTES
April17, 1980
iThe regular meeting of the Commission was called to order by Chairman T. Richard
Ried. Present were: Commissioners Donald Whitener and Terry Yahn, City Admini-
strator Cushing, Chief Foster, Chief Skewes, Captain Byerly, Lieutenant Robertson
and Firefighter/Mechanic Woodin.
The minutes of the meeting of March 20, 1980 were approved as presented.
Chief Skewes reported that all of the exercises for the Sergeant's examination have
been completed and most of the evaluations and instructions are done. He opined
that the details of the exam should be brought up during the executive session.
Chief Foster reported that the nine fire recruits have completed the academy and
had reported to work last week.
Chief Skewes reported the entrance level Oral Board is in progress at the present
time. He felt that it will be difficult to fill all the present vacancies'from the
latest Eligibility List and he is in favor of a continued testing program whereby
we would advertise on a regular basis, set up testing for four to five applicants
by.the WSCJTC in Olympia and consider using the written scores from other
departments until the vacancies are filled. Discussion followed.
Chief Foster stated he is considering including psychological testing for the en-
trance level examination. He also reported on the Lieutenant's assessment-type
examination for eleven candidates which was held on March 31 and April 1 . Chief
Foster recommended the minimum passing score be set at 60%. Motion was made
and seconded to approve Chief Foster's recommendation of setting 60% as the
minimum passing score for the Lieutenant's examination. Motion carried. A
motion was made and seconded to certify the Fire Lieutenant's Eligibility List
as follows:

Motion carried.
Chief Foster also reported that John Aldridge did not receive the appointment to
provisional Lieutenant, as recorded in the previous minutes, but Larry Webb was
appointed as probationary Lieutenant as of May 1, 1980.
The letter requesting leave without pay from Robert Cline was noted. A motion was
• made, seconded and carried that the request be made a matter of record.

The letter from the Auburn Police Department requesting a copy of the polygraph
examination of Richard D. Wentz, accompanied by an authorization to release in-
formation, was read. A motion was made and seconded to release the information
to the Auburn Police Department. Motion carried.
A letter from Kent Firefighters Local 1747 IAFF was read. A motion was made
and seconded to accept the letter into the records. Motion carried. It shall be
the policy of the Commission that when considering issues that will result in
changes, deletions or additions to the Kent Civil Service Commission Rules and
Regulations, a written description of the issue and the action contemplated will
be forwarded to the Fire Department station located at 504 W. Crow and the Kent
Police Department located at 220 - 4th Ave. So. at least twenty (20) days prior
to the next Commission meeting, to be posted in a conspicuous location for review
by all employees. If the issue being considered is of such a nature that immediate
action of the Commission is required, the written copy of the issue will be de-
livered to the president or3other officer of the Labor organization representing
the employees of the classified service of the Police and Fire Departments. In
addition to the written report of the issue, the Labor representatives will also
be informed of the date, time, and location of the next meeting of the Commis-
sion during which time the issues will be discussed and/or resolved. In the case
of an urgent nature, a telephone call by the Chief Examiner to the Labor repre-
sentatives will suffice.
Chief Foster commented that the present subsistence for outside evaluators is
not adequate in keeping with today's costs. City Administrator Cushing explained
that the City is planning to revise all city policies, including subsistence.
The next meeting date is scheduled for 8:00 a.m., May 15, 1980 at Fire Station
headquarters.
At this time the meeting went into executive session to discuss the contents of
the Sergeant's examination.
Upon resumption of the meeting, a motion was made and seconded to approve the
L.E. Sergeant's examination as presented. Motion carried.
Police applicant, Michael W. Upton, appeared before the Commission for a hear-
ing on his removal from the Law Enforcement Eligibility List. He,was advised
of the reason for his removal from the list.
Meeting adjourned at 9:30 a.m.
