HomeMy WebLinkAboutCity Council Committees - Civil Services Commission - 03/20/1980 KENT CIVIL SERVICE COMMISSION MEETING MINUTES March 20, 1980 The regular monthly meeting was called to order by Chairman T. Richard Ried. / Present were: Commissioners Donald Whitener and Terry Yahn, Chief Skewes, Deputy Chief Freelove and Captain Byerly. The minutes of the February 21 , 1980 meeting were approved as presented. Regarding the L.E. Sergeant's examination, Chief Skewes made a recommenda- tion that the following exercises be included in the examination and then establish an Eligibility List: cooperative group exercise, field command, in-basket, conflict exercise and oral and written exercises. Chief will add a !'problem employee" exercise and background interview, with raters, for the top three candidates. A motion was made and seconded to approve Chief Skewes' recom- mendation. Motion carried. Secretary reported that 69 out of 119 applicants took the written examination on March 8, with results of 25 out of 69 passing the test. Chief Skewes felt some qualified candidates may be overlooked by eliminating them because they failed by just one point in the P.A.F. category and still doing outstanding in the Reading and Writing categories. After discussion, a motion was made and seconded to go along with the Chief's recommendation to obtain the University of Washington Reading and Writing scores which would be compared to the total listing to arrive at a minimum passing score. Motion carried. A special meeting was authorized, at which time the L.E. entrance exam minimum passing score could be approved. Deputy Chief Freelove reported that Chief Foster, Captain Orndorff and he have just completed another two days of assessors' training that was provided by the Association of Washington Cities and have finalized the Lieutenant's assessment lab. The examination is scheduled for March 31 and April 1 at the East Hill Elementary School. Deputy Chief Freelove reported that Lieutenant Kimball has gone on a 30-day disability leave and that Jed Aldridge has been appointed Provisional Lieuten- ant, with letters to follow. Deputy Chief Freelove also reported that the recruit class will be finished on March 29 and graduation is on the 29th at the Port of Seattle. Chief Skewes reported that Officer Brad L. Hoover has resigned and that a letter will follow. The letter from Greg D. Edwards, requesting his name be withdrawn from the L.E. Eligibility List, was read. A motion was made and seconded the letter be accepted as a matter of record. Motion carried. The Letter from Officer Michael P. Sweeney, requesting a leave of absence without pay, and Chief Skewes' response were read. A motion was made and seconded the letters be accepted as part of the record. Motion carried. Johnson regarding his employment as Probationary Law Enforcement Officer as of February 25, 1980 was read. A motion was made, seconded and carried that the letter be accepted as part of the record. A request for sick leave without pay from Officer Robert Cline was received and noted. A motion was made and seconded the matter be made a part of the record. Motion carried. A motion was made and seconded to accept the letters from Wollack and Associ- ates into the records. Motion carried. The next meeting date is April 17, 1980 at 8:00 a.m, at Fire Station Headquarters.
