HomeMy WebLinkAboutCity Council Committees - Civil Services Commission - 02/21/1980 KENT CIVIL SERVICE COMMISSION MEETING MINUTES February L1, 1980 The meeting was called to order:-by Commissioner Donald Whitener at 8:05 a,in. In attendance were: Commissioners T. Richard Ried and Terry Yahn, Chief Foster, Chief Skewes and Deputy Chief Freelove. Commissioner Whitener congratulated Mr. Yahn on his appointment. Election of Chairman for the Commission was held. Commissioner Whitener de- clined nomination and Commissioner Ried was elected Chairman by majority vote. The minutes of the meeting of January 24, 1980 were approved with the correction of the date: January z4 instead of January G0, i Chief Skewes reported he hasn't been able to confer with Dr. Smith on the Sergeant's examination because of a very serious accident to Dr. Smith's wife. Chief Skewes is meeting with Dr. Smith today. Deputy Chief Freelove requested the removal of the following names from the Firefighter Eligibility List because of declination or failure to respond: Neil C. Thomas Jim C. Thompson James Roger Richard Rathvon Joseph R. Weiler A motion was made and seconded to remove the above names. Motion carried. Chief Skewes reported that Raymond D. Johnson will be reporting to work for his department on Monday. A letter will follow. The memo from Deputy Chief Freelove regarding the appointment of Robert F. DunaKey to provisional Lieutenant, eflective February 1, 1980, was read. A motion was made and seconded the memo be made a part of the records. Motion carried. The letters from Chief Skewes to Brian F. Harvey, Patrick J. Lowery and Robert Cline regarding their employment as Probationary Law Enforcement Officers, effective February 6, 1980, were read. A motion was made and seconded to accept the letters into the records. Motion carried. Secretary reported the following promotions and reclassifications in the Fire Department: Firefighter First Class: James Lee Moline, Bill Lee Johnson, effective January 16, 1980 Firefighter 2nd Class: Randal G. Anderson, Patrick S. Ellis, Michael R. Ernst, Kevin R. Nee, Ernest R. Rideout, effective February 1, 1980 Firefighter 3rd Class: Michael H. DeHart, John T. King, Jeffery D. Kurle, William L. Pessemier, Thomas P. .Shepard, David W. Watkins, effective February 1, m5U. i Kent Civil Service Commission Meeting Minutes - Page 2 February 21 , 1980 Probationary Firefighter: Kenneth S. Weatherill, Robert C. Pessemier, Thomas • W. Smith, Jeffrey R. Drake, Charles M. Duffy Jr. , Troy W. Nutter, Tim M. Sanderson, Terrence J. McCartin, effective February 1, 1980; Kent J. Huntington, effective February 4, 1980. A motion was made and seconded the promotions and appointments be accepted into the records. Motion carried. Chief Foster reported that the Lieutenant's examination will.be held the first week in April during school spring vacation with an assessment lab concept. A motion was made and seconded to authorize a Lieutenant's examination for the Fire Depart- ment. Motion carried. Chief Foster also requested a Chief's examination this fall as he is retiring at the end of this year but planning to stay until January 15, 1981 , so that the new Chief can be appointed before he leaves. Secretary reported that the Law Enforcement examination is scheduled for March 8, 1980 at Kentridge High School with 119 applicants qualified to take the examination. Chief Skewes informed the Commission that Dr. Smith, Chief Deveny and he are thinking of going into the assessment type consulting service, entirely separate from the psychologist's business. The Commission expressed their opinion that this should present no problem. SAt this time the meeting went into executive session. Upon resumption of the meeting, a motion was made and seconded to remove the names of Fredrick R. Yohann and Gary A. Forrest from the Law Enforcement Eligibility List based on the evidence of the background investigation. Motion carried. A motion was made and seconded that Greg D. Edwards be removed from the Eligibility List as he has taken employment elsewhere. Motion carried. At this time Aubrey A. Smith, who was previously removed from the Law Enforce- ment Eligibility List, appeared before the Commission and presented his case. The Chairman informed Mr. Smith that the Commission will take his case under consi- deration and advise him later. After Mr. Smith left, Chief Skewes recommended that as long as the assault incident still remains on his King County records and not expunged, he still affirms the first action. A motion was made and seconded to affirm the action of his removal from the Eligibility List taken at the previous meeting. Motion carried. The next meeting date is March 20, 1980 at 8:00 a.m, at Fire Station Headquarters. Meeting adjourned at 9:30 a,m. Respectfully submitted, ge. Approved:����/J Amy E.
