HomeMy WebLinkAboutCity Council Committees - Civil Services Commission - 11/15/1979 KENT CIVIL SERVICE COMMISSION MEETING MINUTES November 15, 1979 1 The regular meeting of the Commission was called to order by Acting Chairman T. Richard Ried. In attendance were: Commissioner Donald Whitener, Chief Skewes, Deputy Chief Freelove and Detective Charles E. Miller. The minutes of the special meeting of November 9 were approved. Chief Skewes reported that the training of assessors will be held December 13, 14, and 15 and the Captain's examination, if approved by the Commission, is scheduled for December 18 and 19. A motion was made and seconded to approve the dates for the Captain's examination. Motion carried. Chief Skewes also reported that the temporary appointment of Sgt. LaBelle as Captain expires on November 30 and that he does not anticipate another temporary appointment. The Law Enforcement Oral Board for the top five candidates, according to Chief Skewes, will be held tomorrow, November 16, the polygraph on Monday, the 19th, and the psychological exam on Tuesday, the 20th. The Oral Board will be the same as for the last examination. Deputy Chief Freelove reported that Firefighter 1st Class Joel Bowerman has gone on Disability retirement effective October 21, 1979. Deputy Chief Freelove reported that the written test booklets for the Firefighter exam are printed and put together. He asked the Commission if it was necessary to allow all candidates, whether they passed or failed the written, to go through the physical agility, assessment lab and oral board. After discussion and Deputy Chief Freelove's recommendation, a motion was made and seconded to allow the top forty (40) candidates to proceed to the next phase of the Firefighter examination. Motion carried. Deputy Chief Freelove also requested a time limit be set for the physical agility, to be determined by the Firefighter personnel going through the physical agility exercises and establishing a time limit. A motion was made and seconded to grant Deputy Chief Freelove's request. Motion carried. The written test is scheduled for November 26, the physical agility and assessment lab for December 4 and the oral board for December 10. A motion was made and seconded to retain the passing score of 70. Motion carried. Secretary was instructed to send Moe Birnbaum, attorney for Officer James D. Towne, the information he requested. Secretary reported receiving a letter from David P. Williams, representing William Nirk, in which he requested explanation of the missing minutes of the February 16, 1975 meeting. Secretary has mailed copies of all the 1975 meeting minutes in the Commission files and did not know if there was a February meeting. She will inquire of Attorney Mirk.
