October 25, 1979
The regular meeting was called to order by Acting Chairman, T. Richard Ried.
Present were. Commissioner Donald Whitener, Chief Foster, Chief Skewes,
Assistant Chief Berg and Detective Charles E. Miller.
/ The minutes of the September 20, 1979 meeting were approved.
Chief Skewes reported on the assessment center concept for the Captain's exami-
nation; that it has the support of the city administrators and if the Commission
approves the assessment center, the money will be coming out of the Police De-
partment budget. Representatives from all departments of the City:are expected
to be involved in the 3-day training starting November 5th to become assessors.
Dr. Smith is doing a complete job analysis and there will be a workship next week
to identify what elements to utilize. Chief Skewes is meeting with the candidates
right after this meeting to explain the concept. The examination is scheduled for
the week of November 12 (1 day) and November 19, analysis assessment center
program. A motion was made and seconded to approve the assessment center
concept as outlined by Chief Skewes. Motion carried. Chief Skewes also requested
a special meeting for the Commission's approval of the testing elements which will
be scheduled when ready. The request was granted. Chief Foster also gave his
comments and approval of the assessment centers.
Chief Skewes reported on the Law Enforcement entrance examination coming up
on October 27 and 28 with 221 qualified applicants encluding 24% from the protected
classification. He reported a change in the testing procedure where the oral board
rating is no longer a part of the total score but on a pass-fail basis. The physical
agility test will be given prior to the written examination saving $7:00 per applicant
and to establish an-earlier eligibility list.
Acting Chairman Ried extended the Commission's congratulations to Chief Foster
for his installation as president of the Western Association of Fire Chiefs.
Assistant Chief Berg informed the Commission that the Fire Department will be
needing a Lieutenant's examination shortly.
Assistant Chief Berg reported the Firefighter written test is ready to be printed
and the test date is November 26.
In reference to Detective Miller's request for waiver of the "No list shall be in
effect for more than a total of twelve (12) months" under Rule XI, Section 2, of the
Rules and Regulations, the Commission, in concurrance with Chief Skewes, made
a motion, seconded and carried to deny Detective Miller's request.
The next regular meeting is scheduled for November 15, 1979 at Fire Station 1.
