September 20, 1979
The regular meeting of the Kent Civil Service Commission was called to order by
Commissioner Donald Whitener. Also present were: Commissioner T. Richard
Ried, Chief Skewes, Deputy Chief Freelove, and Officers C. Miller and J. Towne.
The minutes of the August 23, 1979 meeting were approved.
On the subject of the police labor agreement and Civil Service Rules and Regula-
tions, a motion was made and seconded that Officer Towne's request for exception
be denied based on the Commission's interpretation of Article 20 of the Police
Guild contract. Motion carried. Officer Miller called attention to the last sen-
tence in the contract. . ."the only exceptions shall be those provided for by Civil
Service. . ." and stated his opinion that Officer Towne's request should be granted
also considering the City Attorney's ruling. Officer Towne referred to the last
sentence of the first paragraph of the City Attorney's letter and the Guild contract,
Article 20, Section 1. Officer Towne requested a written opinion from the Com-
mission and a copy to be given to the Guild. The Commission agreed with the
request. Commissioner Whitener thanked Officer Towne for the excellent job
of research and presentation and his understanding of the delay in bringing the
matter to the floor.
Secretary requested the necessary changes be made on the General Information
Letter sent to applicants so that it can be printed on letterhead stationery. Chief
Skewes recommended omitting the essay portion from the letter as it is not a vali-
dated part of the examination. Secretary requested a space for inserting the
closing date of examination. A motion was made and seconded to accept the revi-
sions. Motion carried.
Chief Skewes reported on another recruitment meeting and spoke of expanding
recruitment into the Multnomah County area for bringing more minority applicants.
He also briefly discussed the Wollack testing procedure.
A motion was made and seconded to revise Rule XII, Section 1, 2nd and 3rd para-
graphs, as submitted:
The secretary and chief examiner shall certify the names of the
top three eligibles on the appropriate list and the chief of the depart-
ment shall have the option of selecting any one of those top three for
the position.
The appointment for the position of chief of either department
shall be made in the same way. The secretary and chief examiner
shall certify the names of the top three eligibles on the chiefs list
and the Mayor shall have the option of selecting any one of those
top three for the chief of the respective department.

Secretary submitted the inspection copy from IPMA and letter from McCann
Associates in regard to the Captain's examination. Neither source has enough
emphasis on administration or supervision and not job related. Chief Skewes
reported that Dr. Smith will do the Captain's assessment center for whatever
the Commission can afford. Chief Skewes recommended proceeding with the
assessment center. A motion was made and seconded to authorize Chief Skewes
to proceed with the assessment center concept and Viithany fee determination
to be determined at a later date based on the budget. Motion carried.
Deputy Chief Freelove requested clarification of Rule XIII, Section 1, Length
of Period; if it was the intention of the Commission to extend the six months'
probationary period on promotions as well as entrance level. The Commission
stands on the way the Rules and Regulations read.
Deputy Chief Freelove reported the Firefighter Eligibility List expires in Janu-
ary and requested setting up an examination and having it done by December 20.
It was moved and seconded to authorize the Fire Department to have their
examination completed by December 20. Motion carried.
Chief Skewes reported that Officer Haysom has been granted disability leave.
The letter from the City Attorney to the Human Rights Commission concerning
the revision of the application form was read and made a part of the record.
The letter from Chief Skewes to Officer Lutz regarding his promotion to Sergeant
effective September 16, 1979 was read and accepted into the records.
The letter from the Port of Seattle regarding radio promotions for law enforcement
was read and accepted into the records.
The next meeting will be October 25, 1979, 8:00 a,m, at Fire Station 1.
