August 23, 1979
The regular meeting of the Kent Civil Service Commission was called to order
by Commissioner T. Richard Ried. In attendance were: Commissioner Donald
Whitener, Chief Foster, Deputy Chief Freelove, Mary Ann Kern and Officers
C. Miller and J. Towne.
The minutes of the special meeting of July 30, 1979 were approved.
A motion was made and seconded to postpone any decision on the police labor
agreement and the Civil Service Rules and Regulation for thirty days or until
the next meeting when Officer Towne said he would be present. Motion carried.
A motion was made and seconded to accept the memorandums from Attorney
Mirk and Chief Skewes. Motion carried.
Ms. Kern, representing Chief Skewes, reported that Dr. Smith is in the process
of setting up an assessment center. The combined agencies participating in the
regional testing will sponsor a brochure to promote the police profession. The
Kent Police Department will print the brochure and charge the other agencies
for costs. A motion was made and seconded to give Chief Skewes permission
to discuss the agreement as written with the Mayor and the Commission concur
with that agreement. Motion carried.
Ms. Kern also stated that Chief Skewes recommends running advertisements
in the local newspaper as before except remove the "LEFF" standards and
inserting "City of Kent minimum health and medical requirements". A motion
was made and seconded to follow Chief &ewes' recommendations. Motion
carried.
Ms. Kern reported that Dr. Wollack's recommendations for the forthcoming
examination are: lowering the passing score on the writing and reading tests
and bring in an attitudinal test. She said Chief Skewes recommends partici-
pating in this updated test which will cost an additional $2.00 per candidate.
A motion was made and seconded to participate in the updated test. Motion
carried.
Chief Foster gave his recommendations for a change in Rule XII of the Rules
and Regulations and said he will confer with Chief Skewes and draft a para-
graph to present for inclusion and the Commission will do likewise.
Chief Foster reported the Fire Department will be needing an examination
for Firefighter for hire the first of the year.
Secretary reported that announcements for Law Enforcement Captain's exami-
nation have been posted.

The memo from the Department of Retirement Systems was accepted into the
records.
The next meeting will be 8:00 a.m. , September 20, 1979 at Fire Station Head-
quarters.
Meeting adjourned at 9:00 a.m.
