July 30, 1979
The special meeting of July 30, 1979 was called to order by Chairman Norwood
Cunningham at the Police Department at 7:10 p.m. Present were: Commissioners'
T. Richard Ried and Donald Whitener, Chief Skewes and Captain Grant. Also in
attendance were: Sgts. Hammer, Jilbert, LaBelle and Rees, Detective Kelch,
Officers Kerns and C. Miller, and M.A. Kern.
A motion was made and seconded to declare the position of Captain open. Motion
carried.
After Chief Skewes gave his recommendations, a motion was made and seconded
to include in the qualifications for Captain: Must have served satisfactorily in
the position of Sergeant or equivalent with a municipal, county, state or federal
law enforcement agency for a period of three (3) years. Motion carried.
Chief Skewes recommended Sgt. K.R. LaBelle for the position of Provisional
Captain. A motion was made and seconded to accept the recommendation of
Sgt. LaBelle to be Provisional Captain. Motion carried.
Sgt. K. Hammer read his letter requesting denial of any waivers of Rule VII,
Section 8. A motion was made and seconded to accept his letter into the record.
Captain G. Grant read his letter recommending filling the vacant Lieutenant
` position. A motion was made and seconded to accept his letter into the record.
Motion carried.
Sgt. K.R. LaBelle read his letter requesting denial of the waivers requested by
Detective Kelch and Sgt. Rees. A motion was made and seconded to accept the
letter from Sgt. LaBelle and also signed by Sgt. L.J. Jilbert, Motion carried.
Sgt. Hal Rees gave his credentials of supervisory and educational experience.
A motion was made and seconded to accept Sgt. Rees' letters elf recommenda-
tion and resume' into the records. Motion carried.
Detective S. Kelch gave a description of his job of polygrapher. A motion was
made and seconded to accept Detective Kelch's letter and resume' into the record.
Motion carried.
A motion was made, seconded and carried for the meeting to go into executive
session at this time.
After the meeting resumed, a motion was made and seconded that the request
for waiver from Samuel Kelch be denied as we continue to follow the Rules and
Regulations of the Civil Service. Motion carried.

A motion was made and seconded to deny Sgt. Rees' request as it does not meet
the current Civil Service Rules and Regulations. Motion carried.
Chief Skewes presented his views and recommendation for an assessment center
for testing for managerial positions. A motion was made and seconded to
authorize Chief Skewes to investigate assessment center plans of testing and
also to have a contingency plan for comparison or use in case we do not come
up with an assessment lab. Motion carried.
A motion was made and seconded to begin accepting applications for position of
Captain. Motion carried.
Chairman Cunningham, speaking in behalf of the Commission, expressed his
regret in denying the requests from Sgt. Rees and Detective Kelch. He com-
mended them for their seeking further education and for their service to the
department and expressed his appreciation for their letters to the Commission.
A motion was made and seconded to draft a letter to City Administrator Cushing
requesting reclassification for Mrs. Kato from part-time temporary to perma-
nent part-time. Motion carried.
Meeting adjourned at 8:48 p.m.
