May 17, 1979
The monthly meeting of the Civil Service Commission was called to orderby
Commissioner Donald Whitener. Present were: Commissioner T. Richard
Ried, Chief Foster, Chief Skewes and Deputy Chief Freelove. Also present
were City Administrator Richard Cushing and Officer James D. Towne Jr.
The minutes of the April 19, 1979 meeting were approved.
The letter from Firefighter Second Class David B. Thatcher was read. Mr.
Thatcher requested credit of twelve months towards the Firefighter First
Class examination because of previous two years and two months' experience
as a firefighter. Chief Foster recommended the credit be allowed. A motion
was made and seconded to grant Firefighter Second Class Thatcher credit of
twelve months towards his Firefighter First Class examination. Motion
carried.
At this time the meeting went into executive session.
After the meeting resumed, a motion was made and seconded to remove
Edward G. Shoemaker from the Law Enforcement Eligibility List for falsi-
• Eying his application form. Motion carried.
The letters from Chief Skewes were read regarding employment oL Mark E.
Gustafson effective April 23, 1979; William E. Ross III, May 1, 1979;
Matthew A. Haney, May 1, 1979; and Bradford L. Hoover, May 7, 1979.
The letters were accepted into the records. -,
With Chief Skewes' memo and explanation of the Field Training Officer
Program, a motion was made and seconded that the Commission support
the Chief's proposal of$50.00 per month additional pay for the Field Train-
ing Officer. Motion carried.
Officer James D. Towne Jr. distributed copies of his letter to the Com-
mission in which he requested a determination by the Commission of the
precedence of Civil Service Rule VII or Article XX, Section 1, of the Kent
Police Labor Agreement. After a short discussion, a motion was made
and seconded to hold a special meeting to review this matter before the
next meeting. Motion carried.
The letter from Thomas D. Pike requesting his name be withdrawn from
the Law Enforcement Officer Eligibility List was read. A motion was
made and seconded the letter be made a part of the record. Motion carried.
The Findings of Human Rights Commission regarding Tiffany Gatliff, police
applicant, was accepted into the records. Chief Skewes pointed out that
corrections have been made and interviewers have undergone training.

The memo from Chief Skewes regarding Civil Service Rule VI, Section 5,
was read. Chief Skewes' recommendation is: "The position of Jailer is
not recognized as part of the classified service and therefore is not covered
under these rules and regulations". A motion was made and seconded to
adopt the Chief's recommendation to change Rule VI, Section 5, as stated.
Motion carried.
Chief Foster recommended Rule XII on filling vacancies should be changed.
The Chairman instructed the Chiefs of the departments to work together
and present the change at the next meeting.
Chief Skewes reported on the resignation of Officer Loren Shumate.
The memo from IPMA Mobility Clearinghouse was read. Chief Foster
would like more research concerning this subject and will confer with
Finance Director Winkle.
Chief Skewes made a recommendation for the minutes to show that Secretary
received a phone call from the Human Rights Commission in regards to
today's meeting, and that they did not attend.
• Chief Foster reported the Lieutenant and Captain's Ellgibility List will
expire in June.
The next meeting is scheduled for 8:00 a.m. , June 21, 1979 at Fire Station
Headquarter s.
