June 8, 1979
The special meeting was called to order by Commissioner T. Richard
Ried. In attendance were: Commissioner Donald Whitener, Chief Skewes
and Officer James D. Towne Jr.
This meeting was called specifically to determine the precedence of the
Civil Service Rules and Regulation or the Kent Police Labor Agreement.
After discussion, a motion was made and seconded that the Civil Service
Commission will follow the Kent Police Guild contract as written.
Motion carried.
A motion was also made and seconded to refer the questions brought up
by Officer Towne to City Attorney Mirk for clarification as to whether
or not there is a conflict between the labor agreement and rules and
regulations. Motion carried.
Chief Skewes invited the Commission to observe the Field Training
Officer program at their convenience.
