February 22, 1979
The regular meeting was called to order by Commissioner T. Richard Ried.
Present were: Commissioner Donald Whitener; Chief Foster and Deputy
Chief Freelove. Chief Skewes and Lt. Boudreau arrived later.
The minutes of the meeting of January 18 and 23,. 1979 were approved.
Secretary reported on receiving a phone call from John Hough who took the
L.E. regional examination for Mercer Island, but also wanted to be included
in Kent's examination. A motion was made and seconded that Mr. Hough
would not be eligible for our department's examination since he did not file
an application with us. Motion carried.
A completion date of six months was set for the performance evaluation for
employee promotions, to be reviewed in ninety days.
Secretary reported on the Law Enforcement written examination conducted by
the Washington State Criminal Justice Training Commission held at the Uni-
versity of Washington on February loth. A motion was made and seconded to
approve the recommended minimum T-Scores of 49 for the reading examina-
tion and 50 for the writing examination and to approve the computerized score
sheet as presented by the Training Commission. Motion carried.
The letter from Thomas B. Ray, police applicant, was read. He requested
reconsideration of his application which was not completely filled. Motion
was made and seconded to deny the request for failure to complete his appli-
cation. Motion carried.
Secretary reported the Law Enforcement physical agility is scheduled for
Saturday, February 24 at Kent Elementary School.
The following letters were received from the Fire Department:

(2) Firefighter 1st Class James S. Smail has been on disability leave since
September 12, 1978 and will be on disability retirement effective March 12, 1979.

(3) Henry O. Opel has resigned his position with the Kent Fire Department
effective February 16, 1979 to take a position of Fire Chief with another
department.
(4) Effective January 16, 1979 the following were promoted to Lieutenant:
Thomas S. Barnes
Dale Robertson
Albert O. Bond
Robert A. Johnson
John Evans
Thomas E. Campbell
(5) Steven D. Barber was promoted to Lieutenant in the Fire Prevention
Division effective February 1, 1979.
A motion was made and seconded to approve the Fire Department appoint-
ments. Motion carried.
Chief Foster remarked he is not satisfied with the grading system used for
the Firefighter physical agility and hoped to.have something to report at the
next meeting.
Lt. Boudreau reported briefly on the Law Enforcement scoring system as
explained to him by Dr. Wollack.
The next meeting is scheduled for 8:00 a.m. , Wednesday, March 14, 1979
at Fire Station Headquarters.
