The special meeting concerning the Law Enforcement Officer examination
was called to order by Chairman Norwood Cunningham. Also present were
Commissioners T. Richard Ried and Donald Whitener and Chief Skewes,
Sgt. Hal Rees, Detectives David Everett and Sam Ketch.
The meeting commenced with reports on the training session on oral board
and background investigation held by the Washington State Criminal Justice
Training Commission as follows:
Chief Skewes: Distributed a Suggested Guideline for Test on Applicants
with scheduled testing dates. Wollack recommends a minimum passing
score of'85% - 87% for the written examination, which can be validated.
Sergeant Rees: The Personal History Statement, copies of which were
distibuted to the Commissioners for their inspection, is to be sent to the
applicants to complete and return when they report for the physical agility.
Detective Everett: Dr. Wollack recommended taking a "random" repre-
sentative sample using the officers of the department to determine the
time factor.
A motion was made and seconded to establish a minimum passing score of
85% for the written test score. Motion carried.
It was moved and seconded to adopt the Personal History Statement. Motion
carried. It was also moved and seconded that the applicants will submit
their Personal History forms to the Commission and the statements of the
applicants who pass the physical agility will be available to the Police De-
partment. The Personal History forms of the applicants who fail the physi-
cal agility will be returned to them. Motion carried.
A motion was made and seconded to approve the physical agility examination.
Motion was amended to approve the physical agility examination using a random
sample of 15 men, at least 50% of the force, to establish an average time. The
times would be put on a vertical scale and a minimum passing score then be
established. Motion was seconded and approved.
Chief Skewes reported that Sgt. Byerly, Sgt. Rees and Mrs. Edna Morales
attended the training session and will serve on the Oral Board. A motion
was made and seconded to approve the Oral Board members. Motion carried.
A motion was made and seconded to approve the recommended testing schedule
from the department. Motion carried.
