December 14, 1978.
The regular meeting of the Kent Civil Service Commission was called to
order by Chairman Norwood Cunningham. Also present were: Commissioners
T. Richard Ried and Donald Whitener, Chief Skewes, Deputy Chief Freelove,
Captain Fronsdahl and Joel Bowerman.
The November 16, 1978 minutes were approved.
Deputy Chief Freelove presented for approval a copy of the Firefighters'
written examination to be given on January 3, 1979. He also showed copies
of the physical agility and assessment lab-tests scheduled for January 8th and
9th and the Oral Board for January 11. A motion was made and seconded to
approve the examinations. Motion carried.
It was noted by Chief Skewes that the Law Enforcement Officer advertisement
in the newspapers read in part. . ."must meet state retirement system (LEFF)
physical requirements". It was moved and seconded to approve the Law
Enforcement ad with the deletion of "state requirement (LEFF)" and insertion
of "departmental". Motion carried.
!_ Chief Skewes requested the Commission's approval to participate in the regional
testing program. He distributed the entry level testing schedule and discussed
the procedures of the testing. It was moved and seconded to approve the Training
Commission entry level examination for police officer. Motion carried.
Secretary was instructed to send letters to the presidents of the Police Guild
and Firefighters' union, inviting them to the next meeting to participate in the
discussion on performance evaluation for employee promotions.
A motion was made and seconded to vote for the ratification of IPMA's new
by-laws. Motion carried.
A memo from Chief Skewes to Hal Rees was read concerning his promotion to
the rank of Sergeant. It was moved and seconded to approve the promotion.
Motion carried.
A memo from Chief Skewes to Officer Robert E. Miller was read and accepted
into the records.
The letter from City Attorney Mirk to the Human Rights Commission in response
to Police Applicant Tiffany Gatliff's complaint on her oral board score was
read. As there has been no further communication regarding this case, the
�, letter will be made a part of the record at this time.

A letter from Chief Skewes to Mark E. Damitio was read regarding his
employment as Probationary Law Enforcement Officer effective December 21 ,
1978. The letter was accepted into the records.
A motion was made and seconded to extend the probationary period for Police
and Fire Departments from six months to twelve months, effective with the
new Eligibility Lists. Motion carried.
A motion was made and seconded to make corrections and revise the informa-
tion letter to applicants removing the maximum age and LEFF requirements
and placing equal value on each portion of the Firefighter examination (25% for
each category) . Motion carried.
The next meeting is scheduled for 8:00 a.m. , January 18, 1979 at Fire Station
Headquarters.

The Eligibility List for Fire Lieutenant was extended for six months by the
Commissioners via phone.
