July 20, 1978.
The regular meeting of the Civil Service Commission was called to order at 8:00 a.m.
at the Police Department. Present were Chairman Norwood Cunningham, Commis-
sioners T. Richard Ried and Don Whitener, Chief Skewes and Assistant Chief Berg.
Also in attendance later was Dr. David H. Smith.
The minutes of the June 22, 1978 meeting were approved.
Chief Skewes reported that the results of the written examination of the L.E. test
have been received and the oral board and essay portions of the exam are scheduled
for July 27 and 28, 1978. There are 45 candidates in the top 40.
A motion was made and seconded to adopt the chan*s in Rules and Regulations VII,
Sections 2, 4, 5 and 6 with the correction made. Motion carried.
It was moved and seconded to approve the general information letter to applicants
with the deletion of the maximum age. Motion carried. Rather than use the
"top 40" for the minimum passing level, a motion was made and seconded that
the minimum passing test-level grade for the written examination will be estab-
lished by the Civil Service Commission. Motion carried.
The request made by Henry O. Opel, in his letter to have his promotion withheld
at this time but to be allowed to retain his ranking on the Fire Department Captain's
Eligibility List was approved.
The letters from the Department of Retirement Systems and the Washington Law
Enforcement Officers' and Firefighters' Retirement Board concerning Jonathon H.
Hendrickson's disability retirement from the Police Department was read and
accepted into the records.
The request from Detective Gary Lysne, Seattle Police Department, for information
concerning an applicant who failed Kent's previous L.E. examination was presented.
A motion was made and seconded to release the information for viewing only if
approved by City Attorney Mirk. Motion carried.
A letter of resignation effective July 24, 1978 from A.E. Smith was submitted by
Chief Skewes. It was moved and seconded to accept his resignation. Motion
carried.
Chief Skewes made a request to start receiving applications for the Sergeant's
test after the police officers' testing is completed. A motion was made and seconded
to grant the request. Motion carried. Chief Skewes outlined an assessment lab
type of examination for the Sergeant's test. A motion was made and seconded to
authorize Chief Skewes and the secretary to proceed with preparations for this type
of test. Motion carried.

Dr. David H. Smith presented his recommendations to the Commission regarding
the Sergeant's tests. His testing would involve three categories: (1) Management
ability, (2) General intellectual ability and (3) Personality. The scoring would be
a written recommendation to the Commission. A motion was made and seconded
for Dr. Smith and Chief Skewes to work together on the procedures for the Ser-
geant's examination and present their conclusion to the Commission. Motion
carried.
The next meeting is scheduled for Wednesday, August 23, 1978, 8:00 a.m, at the
Police Department.
