HomeMy WebLinkAboutCity Council Committees - Civil Services Commission - 06/22/1978 CIVIL SERVICE COMMISSION MEETING June 22, 1978 • The regular meeting.of the Civil Service Commission was held at the Kent Fire Station Headquarters. In attendance were: Chairman Norwood Cunningham, T. Richard Ried, Don Whitener, Chief Skewes, Deputy Chief Freelove and Assistant Chief Berg. The minutes of the special meeting of June 2, 1978 were approved., Chief Skewes reported that all phases of the L.E. examination to be administered on June 24 and 25th are validated tests. Chief Skewes reported that Patrolman Michael T. Jennings has been reinstated into the police force effective May 18, 1978. Amendments to Rules and Regulations VI, Sections 2 and 3, were read into the record. A motion was made and seconded to certify the Eligibility List prepared by the Secretary for Fire Department Captain as follows: Henry O. Opel Darrell W. Orndorff John P. Henkel Gary O. Tilley A motion was made and seconded to certify the Eligibility List prepared by the Secretary for Fire Department Lieutenant as follows: Steven B. Svenvold Thomas S. Barnes Dale E. Robertson Albert O. Bond Robert A. Johnson John R. Evans Steven D. Barber Thomas E. Campbell Robert D. See Joel L. Bowerman Samuel E. Grubbs Michael E. Somerville Larry A. Webb Gene A. Grenstad Jed E;.Aldridge Both motions carried. The memorandum concerning subsistence for outside evaluators serving on fire w� and police exams was read and discussed. A motion was made and seconded to adopt the provisions for subsistence. Motion carried. Page 2 - Civil Service Commission Meeting, June 22, 1978 Letters from Chief Skewes and the King County Disability Board were read • regarding Sergeant Gary E. Wiles' permanent disability retirement from the Police Department effective March 21 , 1978. A motion was made and seconded to approve the disability retirement. Motion carried. A letter from Chief Skewes was read. His recommendations for Sergeant's examination include: Item 1. A. A required and graded resume'. B. Written test of professional knowledge. C. An oral board interview. D. Psychological testing. E. A written essay test. A motion was made and seconded to approve the Chief's recommendations. Motion carried. Item 2. Rule VII, Section 6 (1) the applicant "must have served a minimum of 36 months on the Kent Police Department as a com- missioned officer; however, the candidate is not to be certified for appointment until the applicant has completed the 42-month requirement." A motion was made and seconded to accept the recommendation. Motion carried. Item 3. Successful completion of the Washington State Law Enforcement Training Commission Basic Academy or equivalent should be included in the qualifications for Sergeant's position. A motion was made and seconded to include this provision in the requirements for Sergeant's position. Motion carried. Chief Skewes also suggested the following changes in the Rules and Regulations: Item 1. Rule VII, Sections 4 and 5, to remove ". . . . . a passing grade or an examination prepared and supervised by the Civil Service Commission. . . ." to qualify for the position of"Police Officer A and B". A motion was made and seconded to delete that portion from Rule VII, Sections 4 and 5. Motion carried. Item 2. Rule VII, Section 2, be changed to read: "Must have successfully passed the probationary period. OR With the approval of the Chief of the Department, .a Probationary Police Officer may start at this level if the officer has successfully completed the Basic Washington Law Enforce- ment Academy or equivalent and has a minimum of one year current experience as a full-time commissioned peace officer with a municipal, county or state law enforcement agency. Such officers will be required to complete a probation term of six (6) months and must serve at the 11C-1" level for a period of twelve (12) months prior to becoming eligible for advancement to a 11C-2" level." Motion was made and seconded to adopt the Chief's recommendations. Motion carried. A motion was made and seconded to renew the annual membership to I. P.M.A. and to have the Secretary bring copies of bulletins and publications to the Com- mission meetings. Motion carried. Page 3 - Civil Service Commission Meeting, June 22, 1978 A motion was made and seconded to remove the maximum age limit from the general information letter to applicants. Motion carried.
