HomeMy WebLinkAboutCity Council Committees - Civil Services Commission - 06/02/1978 CIVIL SERVICE COMMISSION MEETING MINUTES June 2, 1978 The special meeting of the Civil Service Commission was called at 8:00 a.m. at the Police Department. Present were: Norwood Cunningham, T. Richard Ried, Don Whitener, Chief Foster, Chief Skewes and Deputy Chief Freelove. The minutes of the May 20, 1978 meeting were approved. The special meeting was called to discuss and act on the recommendations of City Attorney Mirk in his memorandum to the Commission, dated May 24, 1978, regarding age requirements for police and firemen. The proposed changes for Rules and Regulations VI, Section 2, are: "Qualifications for Law Enforcement Officer: No person will be admitted to examination who is less than 21 years of age at time of appointment. . . . . .All applicants must meet the City of Kent mini- mum health and medical requirements. All persons who qualify for membership in the Washington State Law Enforcement Firefighters (LEFF) system shall be required to become members thereof, to the exclusion of any other pension or retirement system". Section 3: "Qualifications for Firefighter: -No person will be admitted to examination for the position of firefighter who is less than 18 years of age at time of appointment. . . . . .All applicants must meet the City of Kent minimum health and medical requirements. All persons who qualify for membership in the Washington State Law Enforcement Firefighters (LEFF) system shall be required to become members thereof, to the exclusion of any other pension or retirement system". A motion was made and seconded to adopt the amendments to Rules and Regulations VI. Motion carried. Chief Skewes reported that he and the Secretary attended the Finance Committee meeting to request $2000.00 to purchase new validated testing materials. The request was approved by the Finance Committee and will be presented for approval by the City Council at their next meeting. Chief Skewes recommended a change in the testing sequence by administering the physical agility test first, followed by the written examination on the same day, and the Oral Board and essay the next day. This is to accommodate the out-of-state applicants so they can finish the testing process in one weekend. Washington State applicants would take their Oral Board and essay after the scoring results have been received from the testing company. A motion was made and seconded to adopt the Chief's recommendations. The motion carried. Testing dates of June 17 and 18 were requested if the materials arrived in sufficient time. A motion was made and seconded to proceed with the tests on June 17 and 18 if the materials arrived in sufficient time, or, in the event. they do not, to hold the tests on the following weekend, June 24 and 25. Motion carried. Chief Skewes proposed implementing certain levels of physical fitness require- ment for continued employment, depending upon age.
