,16 The regular meeting of the Kent Civil Service Commission was held at the Kent
Fire Station Headquarters. In attendance were T. Richard Ried, Don Whitener,
Chief Foster, Chief Skewes, Deputy Chief Freelove and Lieutenant Boudreau.
The meeting was presided by Commissioner Ried.
Deputy Chief Freelove reported he has received 16 eligible applications for
the lieutenant's test and six for the captain's examination, which will be held
June 15, 1978 at station headquarters and June 16 at East Hill Elementary School.
Chief Skewes informed the Commission, concurred by Lt. Boudreau, that they
had received negative reports from other police departments concerning the
Ransom Testing firm and he does not recommend acquiring their services. A
motion was made and seconded to eliminate Ransom Testing for the law enforce-
ment examination. Motion carried.
A motion was made and seconded to approve the McCann Associates' examination
based on Chief Skewes' recommendations. Motion carried. A motion was made
and seconded to have Chief Skewes and the Secretary approach the Finance
Chairman and request an increase in the Civil Service allowance for additional
expenses relating to examinations. Motion carried. A motion was made and
seconded to proceed with the testing preparations. Motion carried.
SA letter from Michael Jennings, requesting reinstatement with the police depart-
ment,was read. Chief Skewes cited Rules and Regulation XVI, .Section 4: 'Reinstate-
ment: Within two (2) years, a resigned employee with the approval of the chief
and consent of the Commission may be reinstated in the position from which he
resigned, if vacant, or in a vacant position in the same or comparable class, or
with the approval of the Civil Service Commission, may be placed on the eligible
lists for the class to which his former position was allocated, provided, however, _
the aforesaid right carries no seniority privileges. No person resigning during
the probationary period shall be reinstated, but with the approval of the Commis-
sion may be placed on the list from which he was certified and appointed.,,
Chief Skewes recommended Mr. Jennings' reinstatement after he has had an
interview and meeting of the minds. A motion was made and seconded to accept
Chief Skewes' recommendation. Motion carried.
Letters from Jack T. Jilg, police applicant, to the Kent Police Department and
the Department of Labor were read, concerning age limitation for applicants
and LEFF requirements. A motion was made and seconded to refer the letters
to City Attorney Mirk. Motion carried.
Chief Skewes reported that Sgt. Wiles has filed an appeal with-the State Board
for job related disability, creating a vacancy in that rank. He requested an
examination for sergeant. A motion was made and seconded to authorize a
sergeant's examination. Motion carried.

• Chief Foster reported that King County is holding their decision regarding
Al Sells' disability retirement in abeyance until June 7, 1978.
The next meeting is scheduled for June 22, 1978, 8:00 a.m. , at the Kent
Fire Station Headquarters.
