HomeMy WebLinkAboutCity Council Committees - Civil Services Commission - 04/20/1978 CIVIL SERVICE COMMISSION MEETING MINUTES April 20, 1978 The regular meeting of the Kent Civil Service Commission was held at the Kent Fire Station Headquarters. In attendance were: Norwood Cunningham, T. Richard Ried, Don Whitener, Chief Foster, Chief Skewes, Deputy Chief Freelove and Lieutenant Boudreau. Chief Skewes reported on the letter and recommendation of Dr. David H. Smith, clinical psychologist, who administered the psychological evaluation test on Donald K. Spadoni, police applicant. Dr. Smith did not recommend Mr. Spadoni for the job of police officer, Mr. Spadoni's letter to the Civil Service Commission was also read. After discussion of the case and based upon Dr. Smith's, Chief Skewes' and Lieutenant Boudreau's recommenda- tions, a motion was made and seconded to deny Mr. Spadoni's employment. Motion carried. Chief Skewes presented a report on the organizational structure of the Kent Police Department to familiarize the new Commissioners with the police department. Lieutenant Boudreau reported on the testing and procedures presented by Mr. Robert Ransom of the Ransom Testing. The test consists of four parts: . Verbal fluency, Reasoning and deductions, Police community attitude, and Tape (problem solving). Chief Skewes and Lt. Boudreau will check further with the consultant for more pertinent details and alto check with the Bellevue Police Department to obtain their opinion as they have recently used this test. Chief Skewes reported that Sergeant Gary E. Wiles has been granted a leave of absence without pay until May 20, 1978. A letter was received from Patrolman M.D. Jennings giving official notice of his resignation from the Kent Police Department as of April 9, 1978 to seek employment in a private enterprise. A motion was made and seconded to authorize advertisement for probationary law enforcement officer. Motion carried. The minutes of the March 16, 1978 meeting were approved. Chief Foster reported that Captain Bridge is compiling the lieutenant and captain's tests for the fire department. This test will be 100% assessment lab. Testing date was set for June 16, 1978 at the East Hill Elementary School. Motion was made and seconded to approve the date and place of the test. Motion carried.
