March 16, 1978
The regular meeting of the Civil Service Commission was held at Station 1,
Kent Fire Department. Present were: Norwood Cunningham, T. Richard
Ried, Don Whitener, Chief Foster and Lieutenant Boudreau.
It was moved and seconded to adopt the minutes of the meeting of February 23,
1978. Motion carried.
Chief Foster presented copies of the Assessment Lab portion of the Richland
Fire Department test which he observed being administered. A motion was
made and seconded for Chief Foster to proceed with test preparations for the
Lieutenant and Captain's tests. Motion carried.
A letter from James M. Miller, No. 3 on the L.E. Eligibility List, was read.
Mr. Miller requested to be moved to Position No. 4 on the Eligibility List be-
cause of his present work commitments and will be able to accept the position
on March 1, 1978. Motion was made and seconded to approve his request.
Motion carried.
Lt. Boudreau's letter of March 1, 1978 was read, regarding the employment
of James M. Miller and Robert W. Renwick as of that date as Probationary
Law Enforcement Officers. Motion was made and seconded to accept their
employment. Motion carried.
Lt. Boudreau reported that Donald F. Spadoni, No. 1 on the L.E. Eligibility
List, is wait_ng for a second polygraph test at his own expense and an inter-
view with Chief Skewes. A motion was made and seconded to await the return
of Chief Skewes and his recommendations before any action will be taken.
Motion carried.
A letter from William M. Schrier to the Police Department was read. Mr.
Schrier requested his name not be removed from the L.E. Eligibility List.
After discussion and recommendation from Lt. Boudreau, based upon Mr.
Schrier's activities during his previous employment and not passing the
polygraph test, a motion was made and seconded to deny his request. Motion
carried.
A motion was made and seconded to approve the form letters for applicants
to use to request removal of name or be passed over from the Eligibility
List, Motion carried.
No one from the Commission will be able to attend the I,P. M.A. conference
in Seattle, April 18 to 21, 1978.

• Lt. Boudreau requested another Law Enforcement Officer test to be given soon.
Secretary was instructed to work with Lt. Boudreau and prepare a test to be
submitted for the Commission's approval.
Next meeting will be April 20, 1978 at Station.1, Kent Fire Department.
Meeting adjourned.
