HomeMy WebLinkAboutCity Council Committees - Civil Services Commission - 02/23/1978 CIVIL SERVICE COMMISSION MEETING February 23, 1978 • The regular meeting of the Civil Service Commission was held at Station 1, Kent Fire Department. Present were: Norwood Cunningham, newly- appointed Commissioners T. Richard Ried and Don Whitener, Chief Foster, Deputy Chief Freelove and Lieutenant Boudreau. It was moved and seconded to adopt the minutes of the meeting of January 26, 1978. Motion carried. A letter from Dennis R. Winn, police applicant, was read. He requested having his name removed from the Law Enforcement Eligibility List. A motion was made and seconded to remove his name from the list. Motion carried. Letters from Lt. Boudreau and Steven A. Rehaume, police applicant, were read. Mr. Rehaume requested having his name removed from the Law Enforcement Eligibility List. It was moved and seconded to remove his name from the Eligibility List. Motion carried. Lt. Boudreau's letter regarding Steven W. OhLde's employment as a Pro- bationary Law Enforcement Officer as of February 6, 1978, was read and accepted by the Commission. A memorandum dated January 26, 1978 from Chief Foster was read in regard to the provisional appointments of Lt. John Henkel to Captain, Lt. Sid Mickel- son to Captain, Firefighter 1st Class Robert See to Lieutenant and Firefighter 1st Class Scott Barnes to Lieutenant. A motion was made and seconded to approve the provisional appointments. Motion carried. +1 A motion was made and seconded to approve the amendment as prepared by r- the Secretary to "Rules and Regulation XV, Section 4, "Grounds of dis- r .,,ter`" charge - failure to successfully complete the basic law enforcement train- ing within the first fifteen months of employment." Lt. Boudreau reported that he has received a verbal request from William M. Schrier for removal of his name from the Law Enforcement Eligibility List. Mr. Schrier did not pass the polygraph test. A motion was made and seconded to remove Mr. Schrier's name from the Eligibility List. Motion carried: A motion was made and seconded to have form letters for applicants to use to request removal of name or "skipped at this time" from the Eligibility List. Motion carried. Secretary was instructed to prepare the form letters. Chief Foster reported there is a need for Captain and Lieutenant's tests soon. He would like to see more emphasis placed on assessment labs rather than written exams. He will have more to report at the next meeting.
