HomeMy WebLinkAboutCity Council Committees - Civil Services Commission - 11/29/1977 CIVIL SERVICE COMMISSION MINUTES November 29, 1977 The regular meeting of the Civil Service Commission was called to order by Chairman Ken Yahn at Fire Station 1. Present were Ken Yahn, R obert Hankins, Chief Skewes, Chief Foster, Deputy Chief Freelove and Asst. Chief Berg. Minutes of the meeting of September 15, 1977 were approved. A motion was made and seconded to approve the police examination test material and to order 150 tests from I.P.M.A. Due to a time factor, the Secretary was given permission to phone the order followed by a written confirmation order. The Law Enforcement test will be given the week of December 12th, the exact date dependent on the availability of the school room. A letter was read from Alfred N. Lotz, Houston, Texas, requesting waiver of the written examination due to the fact he has a B.S. degree in criminology and is a police officer in Texas. A motion was made and seconded to deny the request on the basis of established requirements. Motion carried. A letter and application for Law Enforcement Officer was received from s Jack T. Jilg of Thousand Oaks, California, noting the fact he is past the 35-year age limit but still interested in taking the examination. On the basis of the established LEFF age requirement for applicants, a motion was made and seconded to disallow the applicant's request. Motion carried. A letter of request for reinstatement was received from Curtis L. Klock. Mr. Klock had resigned from the Fire Department to go to the Seattle Fire Department and now wishes to return to the Kent Fire Department, Chief Foster cited Rule XVI, Section 4, of the C.S. Rules and Regulations: "Within two (2) years, a resigned employee with the approval of the chief and consent of the Commission may be reinstated in the position from which he resigned, if vacant, or in a vacant position in the same or comparable class, or with the approval of the Civil Service Commission, . . ." . After discussion with his superiors and based upon Mr. Klock's performance with the Kent Fire Department, a motion was made and seconded to deny his requaFet- for reinstatement. Motion carried. The Commission accepted the resignation of Jack L. Boyington from the Police Department effective October 29, 1977. The promotions of Michael C. Evans to Firefighter I Class and MartinR. Woodin to Firefighter%Mechanic II Class were approved by the Commission. A letter was received from Peter P. Strand, attorney for Steve Malcolm, Page 2 - Civil Service Commission Minutes an applicant to the Fire Department, requesting all records on file concerning Mr. Malcolm. Secretary was instructed to forward the correspondence to City Attorney Mirk. A request accompanying an application from Robert W. Limbocker was read, noting that he will not be twenty-one years of age until July 3, 1978. It was moved and seconded to deny his request to take the examination in case he should make the eligibility list and be under the age limit at the time of appointment. Motion carried. It was moved and seconded to accept the Probationary Firefighter's test material prepared by Asst. Chief Berg for the forthcoming examination to be administered the week of December 19th. Chief Skewe's letter of November 21, 1977 to the Commission concerning Senate Bill 2418, effective January 1, 1978, which requires that ". . . (basic law enforcement training) shall be successfully completed during the first fifteen months of employment . . ." was discussed. It was moved and seconded to accept Chief Skewe's recommendation of #2 in his letter and to amend Rules and Regulations, Rule XV, Section 4, to include -- "Grounds of discharge - failure to successfully complete the basic law enforcement training within the first fifteen months of employment." Motion carried. Chief Skewes reported he hopes to have the evaluation and performance system for the Police Department worked out by January 1st.. The next meeting will be held on December 29, 1977.
