The regular meeting of the Civil Service Commission on August 25, 1977
in the Police Department conference room was called to order by Norwood
Cunningham. Present were Ken Yahn, Norwood Cunningham and Chief Skewes.
The minutes of the July 28 meeting were approved.
Correspondence: From National Institute of Municipal Law Officers concern-
ing a survey for city attorneys. Secretary was instructed to forward the
correspondence to City Attorney Don Mirk,
Chief Skewes reported that Officer -Thomas Wagoner has resigned from the
Police Department and that two patrolmen, Ronald G. Price and David N.
Straight, were hired effective August 3 and August 22, 1977, respectively,
Mr, Steven Ohlde will be available to the department within 50 - 60 days.
A motion was made and seconded to accept Officer Wagoner's resignation
and accept the appointment of the two new officers and the prospective
recruit.
Chief Skewes noted that there is one name left on the Eligibility List, thus
an examination for Law Enforcement Officer should be set up soon. The
Police Department will be asking for additional personnel in 1978 necessitated
by the new polygraph section and expanding legalized gambling, Chief Skewes
will obtain a copy of an examination used state-wide and present it at the
next meeting for approval by the Commission.
A motion was made and seconded to amend Civil Service Commission Rules
and Regulation Rule VI, Section 8, to read:
"APPLICATION FORMS MUST BE COMPLETE WHEN RETURNED.
No application forms will be returned and no applicants will be notified of an
incomplete application form before the closing date for the examination. Only
those applicants returning complete application forms and otherwise qualified
for the position, will be notified as to the time and place of the examination."
Estimated 1978 and 1979 budget was discussed and Secretary was instructed to
work with Chief Skewes and Chief Foster on-_zany changes in the expenditures
in their respective departments and submit it to the Budget Director,
The next meeting will be held on September 15, 1977 at the Fire Station
at 8:00 a.m.
