The regular meeting of the Civil Service Commission was held on Jan. 20,
1977. Present were Ken Yahm, Norwood Cunningham, Chief Skewes, Chief
Foster, Depury Chief Freelove and John Selig.
The minutes of the previous meeting were approved.
Mrs. Mauritsen reported that as a result of the examinations held last
fall, the Police Department has hired James Towne, effective on Dec. 1,
1976; Charles Dougherty, effective Jan. 24, 1977 and Brian Jones,
effective Jan. 25, 1977. The Fire Department has hired Jan Fell,
David Thatcher, Michael Scott and John Klopfenstein, all effective
Feb. 1, 1977. John Fox, #3 man on the Firefighter list, asked that
he be passed over for hiring at this time, but that his name remain
on the list. A motion was made and seconded, that, if the commission
does not receive a letter from him to that effect by the meeting in
February, his name will be dropped.--Motion carried.
A motion was made and seconded that all future examination notices for
the position of Law Enforcement Officer include the information that
the polygraph is included as a part of the examination procedure.
Motion carried.
Chief Foster reported that Arnold Bryant has filed for permanent retire-
ment from the Fire Department, and that Thomas Campbell has been
approved by the doctor to return to work.
Chief Skewes reported that Mrs. Blakley had not yet had a hearing on
�= her request for medical retirement, and that James Gonzales has his
hearing for disability retirement scheduled for Feb. 2, 1977.
Chief Skewes recommended, on the advise of the City Attorney, that
future Police Clerks not be included under Civil Service. A motion
was made and seconded that future Police Clerks not be included under
Civil Service, and that Rule VI, Section 4 of the Rules and Regulations
be eliminated. Motion carried.
A motion was made and seconded to authorize Chief Skewes to work with
Dr. David Smith, a Clinical Psychologist, as needed to test entrants
for the Police Department, and to work with present personnel, is
necessary, with the cost kept to a minimum. Motion carried.
Next meeting will be Feb. 24, 1977 in the Fire Station at 8 A.M..
