The regular meeting of the Civil Service Commission was held on Dec. 9,
1976. Present were Ken Yahn, Norwood Cunningham, Chief Foster, Deputy
Chief Freelove and Capt. Grant.
The minutes of the previous meeting were approved.
A motion was made and seconded to approve the Eligibility List for
Probationary Firefighter as presented by Mrs. Mauritsen. Motion carried.
A letter was read from Chief Skewes notifying the commission that Police
Clerk Blakley is on a medical leave of absence without pay and has
applied for permanent medical retirement from the Public Employees
Retirement System.
A letter was read from Chief Skewes and one from Lt. Roger Bean, notify-
ing the commission that Lt. Bean will not be returning to the City of
Kent.
A letter was read from Chief Skewes notifying the commission that
Officer Gonzales has applied for disability leave status upon the advice
of his doctor.
Mrs. Mauritsen presented a copy of a general information form for all
applicants for entrance positions with both Police and Fire departments.
After discussion, a motion was made and seconded to amend Rule VI, sec-
tions 2 and 3, to delete the maximum age requirement and insert the
following from the rules of the Law Enforcement Officers' and Fire-
fighters' Retirement System:
"and shall not have reached thirty-five years of age at time of
appointment.", and also to direct Mrs. Mauritsen to insert this
wording in the general information copy. Motion carried.
A memorandum from City Attorney Mirk to Chief Skewes was read into the
minutes as follows: "I am satisfied after review of the state statutes
on Civil Service for city police, that the Civil Service Commission
could declassify the position of Police Clerk and not run contrary
to the statutory requirement that Civil Service Regulations substan-
tially accomplish the purposes of the Civil Service law."
The next meeting will be Thursday, Jan. 20, 1977, at 8 A.M. in the
Fire Station.
