HomeMy WebLinkAboutCity Council Committees - Civil Services Commission - 11/18/1976 Civil Service Commission Minutes - Nov. 18, 1976 The regular meeting of the Civil Service Commission was held on Nov. 18, 1976. Present were Hal Cline, Ken Yahn, Norwood Cunning- ham, Chief Skewes, Chief Foster and Deputy Chief Freelove. The minutes of the previous meeting were approved. Mrs. Mauritsen reported that there were 392 eligible applicants for the entrance Firefighter examination. 277 of those took the written exam and 42 are now eligible for the physical agility. A motion was made and seconded to approve a passing score of 70 for the assessment lab and the oral interview. Motion carried. A motion was made and seconded to clarify for the minutes that the applicants must receive the minimum score of 70 on the assessment lab to be allowed to continue to the oral interview and a minimum score of 70 on the oral interview to be placed on the eligibility list. Motion carried. The commission discussed the definition of appointing authority and feel that the city ordinances dealing with the Civil Service Commission are inadequate as to the appointing authority. A motion was made and seconded to direct Mrs. Mauritsen to write a letter to City Attorney Mirk asking that the ordinances num- bered 778 and 1920 concerning Civil Service be amended to include an adequate definition of appointing authority. Motion carried. Chief Skewes reported that Police Clerk Joyce Blakley has applied for medical retirement under the Public Employees Retirement System. Chairman Cline had requested Mrs. Mauritsen to review Rule IX, Section 6 concerning the selection procedure for the chief of a department. Mrs. Mauritsen reported that she had reviewed that section and felt that the procedure is proper in that it states that the position of Chief of a department shall be filled by open examination if there are less than 6 eligible candidates within the department, but it gives the commission the authority to call for an open examination for a supervisory position if the Chief and/or the Commission decide that the position could be filled better by that method. The commission declined to make any changes at this time. Hal Cline resigned as chairman effective this date and appointed Ken Yahn as acting chairman pending the appointment of a new member and the subsequent reorganization..
