Present were Hal Cline, Ken Yahn, Norwood Cunningham, Chief Foster and Deputy Chief Freelove. City Administrator Joe Street will send out copies of the information for the police chief position to the minority groups. Less Reyas from the Mexican-American newspaper call Mr. Cline about the commission advertising in their paper for the police chief position. A motion was made and seconded to notify her that the commission approved the advertising. The cost was quoted at $64.00. A tear sheet will be requested. Motion carried. The commission members discussed the information they each had received from administrators from colleges, State Patrol and industry concerning the methods used to choose qualified administrators. A motion was made and seconded to direct the secretary to send a form letter to each applicant adknowledging the receipt of their resume. Motion carried. A motion was made and seconded that the commission members will screen and evaluate all the resumes and reduce the group to 10 finalists. Motion carried. A motion was made and seconded that the Oral Board for the police chief position will be made • up of 3 police chiefs and 2 citizen laypersons. Motion carried. A motion was made and seconded that a polygraph test will be • given to the top 3 candidates before the results are certified. Motion carried. A motion was made and seconded that the top candidate on the eligibility list must have a LEFF medical examination if he is not from this department. The commission will be the sole judge as to whether the results of the medical exam qualifies the candidate. Motion carried. The polygraph test was discussed and the commission questioned whether there is a formula for evaluation and can the commission measure it. Chief McQuery will be asked for more information. A motion was made and seconded that a written test will be given to the 10 finalists. The type of test will be determined later. Motion carried. A motion was made and seconded to recess the meeting until Friday, April 16, 1976 at 3:30 P.M. in the 3rd floor conference room. Motion carried. April 16, 1976 The recessed meeting was called to order. Present were Hal Cline, Ken Yahn, Norwood Cunningham, Chief McQuery, Chief Foster, Officer Haysom and Capt. Fronsdahl..
