The regular meeting of the Fire Civil Service Commission was
held on April 13, 1965. Present were John MacGregor and Harold
Goedecke.
Minutes of the last meeting were approved.
A motion was made and seconded that the Rules and Regulations
be amended to read as follows:
RULE VII
QUALIFICATIONS FOR APPLICATION
Section 10. "Information Confidential": All information con-
cerning applicants for positions in the classified
service shall be confidential, except to the Chief
of the affected department, Civil Service Commission
members and the Secretary and Chief Examiner, until
the Eligibility List is certified by the Commission.
Motion carried. This action has been taken, with the approval
of the City Attorney, in order to protect the interests of the
applicants who have current jobs and do not wish to jeprodize
their incomes and families by the knowledge becoming public
that they, are trying to better their position.
A motion was made and seconded to amend Rule VIIIB, Section 4,
to read as follows:
Section 4. "Fire Chief"JA.Must have served at least 3 years
ass i Chief or Chief in a volunteer fire
department with additional creditbeing given for
years of service in either volunteer or r egular
department over 3 years, or, must have served at
least 3 years as a Captain in a volunteer depart-
ment where the bylaws do not call for an assistant
chief, and state that the Captain is next in
rank to the chief.
Motion carried. This action has been taken to correct a situation
found to exist in some volunteer departments where there never
has been an assistant chief and the captain is next in command,
or the assistant chief rank has been created just recently.
A motion was made and seconded to waive the qualifications for
Gale Randall for the position of chief. It is felt that his
service for 21 years as 2nd assistant chief of the Kent Depart-
ment is equivalent to the requirements. Motion carried.

A motion was made and seconded to waive the age requirement for
Gale Randall for assistant chief. It is felt that his years of
experience as an officer in the Kent Department should qualify
him to take the examination. Motion carried.
A motion was made and seconded to waive the age requirement for
Glenn Webster to take the Fireman examinatioh. He is the only
one of the Kent men applying who is over the age limit and it
was felt that it is not fair to exclude him from the examination
for this reason. Motion carried.
A motion was made and seconded to have the Oral Boards for the
Fire Department examinations be composed of three (3) members
with Fire Department training. Motion carried.
A motion was made and seconded to change the regular meeting
of the Tire Civil Service Commission to the lst Wed. of each
month, dt 1 P.M. in the Co#mi.ssion office at 646 Van Deventer.
Motion carried.
A motion was made and seconded to authorize the chairman of the
commission to conduct an Oral Examination for the position of
Secretary, since Phyllis Mauritsen was the only applicant, and
approve the permanent certification if he felt that she was
qualified for the position. Motion carried.
