The regular meeting of the Civil Service Commission was
held on Sept. 25, 1975. Present were Warren Hell , Ken
Yahn, Hal Cline, Chief McQuery, Capt. Fronsdahl and City
Attorney Don Mirk.
The minutes of the previous meeting were approved.
A motion was made and seconded to approve the Firefighter
Mechanic Eligibility List as follows :
M. Wooden
J. Reynolds
S. Jackson
Motion carried.
A letter had been received from Robert C. Van Siclen,
representing Calvin G. Ralph, requesting that Mr. Ralph
be allowed to take the entrance examination for the Police
Department even tho he is 37 years of age, and citing
various state statutes. After discussion with Mr. Mirk,
and a study of the minimum requirements for membership
in the Law Enforcement and Firefighters Retirement System,
a motion was made and seconded to deny this request on
the basis of the standards for membership listed on
page 3, section E, as follows ; "Applicant must be at
least 18 years of age, and shall not have reached 35 years
of age at time of appointment'!. Motion carried.
A letter had been received from Manuel Fernandez asking
for a waiver from the requirement that an applicant for
an entrance position in the Police Department must have
a High School diploma or the equivalent. A motion was
made and seconded to deny the request. Motion carried.
A copy of a memo from Mr. Mirk to Mr. Winkle concerning
the probationary period as set in the Rules and Regulations
was discussed. Some new information was presented to
the commission by Capt. Fronsdahl . After discussion, it
was decided to delay any action until after Mr. Mirk
has an opportunity to study the question further.
The letter from C. N. Marshall , representing William N.
Nirk, requesting a hearing on the matter of his suspension
and discharge from the police department was read. The
City Attorney recommended that the commission hire an
attorney to act as a hearing officer to conduct the
hearing. A motion was made and seconded to hire a hearing
officer. Motion carried. The secretary is to write a
letter to the City Council requesting the funds to hire
a hearing officer. A motion was made and seconded to

set a tentative date of Wed. October 8, 1975 at k P.M.
in the Kent City Council chambers. Motion carried.
A letter was received at this meeting from Firefighter
Robert Jennings requesting a transfer to the Police
Department . A motion was made and seconded to postpone
any action on his request until Mr. Mirk can study it.
Motion carried.
A letter has been received by the Mayor from Warren
Bell tendering his resignation from the commission,
effective Oct. 31 , 1975. Mr. Bell recommended that
Hal Cline act as chairman for the public hearing.
A new chairman will be elected after the appointment
of a new member.
The next meeting will be Thursday, Oct. 23, 1975 at
8 A.M. at the Fire Station.
