Chr..lranzsn "lfreri ,©hnrsr)n. Member Iarrs ;cbt4 t., Vember July 20, 1960. The regualr Meeting of the Civil Service Commission was held with Don Bell, Jr. , chairman, presiding. Present , Al Johnson and Larry Schnell, members, Gertrude Bovell-- Secretary-Chief examiner, and Bob Lee, Chief of Police. The examination held June 8 for Patrolmen i and the grades obtained by the applicants were discussed. Personal and work references of all passing grades were reviewed. The following final grades were reported by the Secretary- Chief examiner : 1. John A. Sheets 99.004 l✓✓ r 2. Don K. Fisher 96.379 X 3 . Monte G. Fugate 83 . 5061( 4. Ift. F. Peare 80.$62 1-5. Prince, Jr. 74.483 Mr. Fisher---because of his references , which are on file---could not be certified tot he eligibility list. Mr. Fugate---because of his weight---did not meet our — qualifications, although he wrote a very commendable exam- ination. John Sheets, Wm. Peare, Vernon Adams, Ronald Warren, Newall Hawkins, Alton Johnson and Philip Prince, Jr. , were certified by motion, seconded and passed. unanimously to the eligibility list##after a full discussion of grades, references and cr t record A motion was made a 4 seconded and unanimously passed, that the following be recommended to the Mayor, for appoint- ment of three Patrolmen for Kent Police Department : John Sheets Wm. Peare Vernon Adams Alton Johnson Phillip S. Prince, Jr. There being no further business, the Meeting was ad- journed. Respectfully submitted, Gertrude R. Bovell Secretary. On August 24, 1960, the regular meeting of the Civil Service Commission was held with Bon Bell, Jr.. Chairman, presiding. Present were Al Johnson and Larry Schnell, members, Gertrude R. Bovell, Secretary-Chief Examiner and Bob Lee, Chief of Police. The first order of business was to receive a report on the certification of the Mayor for the appointment of new Police Patrolmen to the Bent Police Department. Mr. John A. Sheets was appointed to the Kent Police Department, having obtained the highest grade in the recent examination. Mr. Sheets has been serving in the Department under an emergency appointment since June 14, 1959, extended December 140 1959. Mr. William Pears and Mr. Phillip Prince, Jr., were appointed to probational positions on the Kent Police Department. These appointments fulfill our requirements in the Police Department at this time. we now have an eligibility list of five qualified persons. A resolution was introduced by Larry Schnell to recommend to the Mayoa and to the City Clerk, that Mr. John A. Sheets be certified for permanent appointment as of December 14, 1959, seconded by Al Johnson. The question was discussed and it was brought out that this is to clear the records in regards to his pens&on and retirement fund. The Secretary was instructed to write the resolution. Ranks and Classifications in the Police Department was discussed, giving due consideration to the growth we have made. It was decided we should have the following Hanks - Captain, Lieutenant, Sergeant, Patrolmen: Classes "A", "B", and "C". Motion made that the following ranks be set up within the Police Department, Captain, Lieutenant, Sergeant, and Patrolmen: Classes A. Be C. That also, the class of Clerk and Clerk- Matron be included. That the qualifications for these additional ranks be formulated by the Secretary- Chief Lhcaminer, he Chief of Police, and brought before the Commission for acceptance. Seconded. Passed unanimously. Chief Robert Be Lee, at this time, was called out of the meeting to go to @oust. The Commission took this opportunity to discuss the fact that Chief Lee did not have a permanent rank in the Department. At the beginning *ofhis service, he was hired directly as the Chief of Police. The Commission felt that it was of an advantage to the Department, and the City, that a rank, at 'this time, be certified for him. The resolution introduced by Al Johnson, seconded by Larry Schnell, that the permanent rank of Captain be given to Robert Be Lee. After discussion, passed unanimously. The Secretary-Chief Examiner brought up a discussion on the examination of Gerald J. Grant for Sergeant in the Department. His record in this examination was so outstanding, it was felt he should be called in and complimented on the results. His record in FBI Police School was also reviewed. He received the ISighest standing in his class. Last Fall he was asked to return to the school and take part and appear an a panel. Chief Lee returned to the meeting and he was asked if Mr. Grant was available, and would he come to our meeting? Chief Lee sent for "Mike" Grant, as he is called in the Department. Mike received our congratula- tions and sincere appreciation of his efforts on the behalf of the Depart.. Page -2- ment, with humility and gratefulness. He went on to tell us that he appreciated working in the Kent Police Department and being able to work with the young men that were brought into the Department to add to the Force. After Mr. Grant left, a general discussion was held in ways and means of bringing before the Public and the City officials, the type and calibre of Police Officers we have in our Department. After a full discussion, it was decided that the Secretary write a letter to the City Mayor and City Council, outlining the background and education of our Department. It was also recommended that a letter be written to the newspaper or, possiblyL better yet, a news item on the Police Department of Kent. Motion made, seconed and passed unanimously, that the Secretary carry out thise wishes of the Civil Service Commission. Chief Lee presented his budget. After a full review, the Civil Service Commission recommended that the City Council make every effort to accept the budget as presented and that a meeting be held with the City Council Police Committee, on Saturday morning, August V, 1960, Motion made$ seconded and duly passed. Chief Le® recommended that we send Phillip Prince, Jr., a new appointee, to the Seattle Police Cadet School for a thirteen-week (13) course in Police work. The agenda of the School was reviewed. Motion M40 by Al Johnson, seconded by Larry Schnell, that the Civil Service Commission - recommend to the City Council that Phillip Prince, Jb., attend the Seattle Cadet School, passed unanimously. There being no further business to come before the meeting, it was moved, seconded and passed that we adjourn. Re ectfully submitted, trude R. ove Secretary-Chief ESmminer Civil Service Commission A RESOLUTION 'NHEREAS, the Secretary and Chief Examiner of the Dent Civil Service Commission is resigning as of Dec. 31, 19620 AND FURTHER, that there is no eligibility list for the position of Secretary and Chief Examiner, BE IT HEREBY RESOLVED, that Phyllis Mauritsen shall be certified to a temporary appointment, as of Jan, 1, 1963, to this position, for a term of 4 months, or until an eligibility.. list is established.
