MAYOR MOONEY, requested the Commission to certify to him a person for Patrolman, to be used on a temporary appointment, necessitated by the leave of absence granted , John Morris , for two weeks . There being no eligible list appropriate for the position to be filled, Mayor ^,looney, selected Louis Hughes, a person found to met the minimum prerequisites for the positionof Patrolman and in the abscence of a Secretary and Cheif Examiner, nominated Louis Hughes to the Commission for Provisional Appointment, whereupon, the Commission interviewed Louis Hughes and finding that he had the necessary experience, training and other prerequisites for the position, a motion was duly made, seconded and carried, that the Commission Certify to Mayor Btooney for Provisional Appointmentto the position of Patrolman in the Police Department of City of Kent, for a period of ten ( 10 ) days and thereafter until Patrolman John Morris returns from leave of absence . IT WAS ALSO brought to the attention of the Commission that the Police Department was operating without a relief man, and the present employees needed their days off. It was pointed out that the said relief man was provided for in the regular buget. The Acting Secretary, agreed this should be looked into , and taken up at the neat Special Meeting. LETTER from Mayor Dave Mooney, serving as a recuistion on the Commission fog- a certification of a qualified person as Chief of Police of the City of Kent, read. This matter was discussed at lengh.th�however, time not permitting the completion, was carried over to the next Special Meeting to be called soon. LETTER from Thomas J. Walker, read, a motion duly made, seconded and carried that the Temp. Secretary wttte Mr . Walker, a letter, Giving him his grade made in the examination of October 1947, and advicing him, that the minimum requirements un the Rules and Regulations are for a height of 51811 , and as he does have this height it would be impossible for the Commission to consider his application or examination. Mr. ''Walker, was complimented on his good grade. MOTION duly,'made, seconded and carried, that this Special Meeting adjourn, until such time as the next Special Meeting could be called favorable to the Commission as awhole , to complete unfinished business. February 7, 1948 A Special meeting of the Civil Service Commission of the City of Kent was called to order by Chairman Jim Kelleher, at 10:30 A. m. in the Firemans Dormitory, in the City Hall. Commissioners present were: Jim Kelleher, Norm Anderson, Gertrude Bovell. IT was the intent of the Commission to interview applicants for the position of Secretary and Chief Examiner, however, no applicants appeared, so regular business was taken up immediately. MEMBERS of the Commission each reported a thorough review and investigation of the examination papers had been made and each agreed that several irregularities appeared in the grading of the examinations for patrolman conducted on the 22nd day of Jan. 19,18. The results of these investigations were concurred in by Rev. Harold T. Shay, the former Secretary-Chief Examiner. That the list of applicants and their respective grades , heretofore, submitted to Mayor Dave Mooned* was erroneous . Mayor Dave Mooney was notified of this fact. UPOT? motion duly made, seconded, and carried, it was ordered that Regulation IV, Section 23, of the General Rules and Regulations of the Civil Service Commission of the Citl' of Kent, be suspended and a new Examination be given, open to all qualified and eligible persons. That applicants taking any former examination would be allowed to have their respective grades as corrected, placed upon the Commissions eligible list or take the contemplated examinations , provided that, any applicant taking the new examination, would by such action, wave his right to the corrected grade on the prior examination. and the grade received upon contemplated examination will be the grade of such applicant to be placed upon the eligible list of the commission. Not with standing the provisions of said Regulation IV, Section 23, hereby suspended. THE COMIISSION considered Rule I, Section 2, of the General Rules and Regulations of the Civil Service Commission of the City of Kent, upon motion duly made , seconded and carried, it wass ordered that said rule be amended to read, Quote: Unless othe»wise provided in* . these rules, no person w1ll be admitted to examination for the position of patrolman in the Police Departm�:nt who is less than twenty-one (21) or more than forty-five ( 45 ) years of age at the time of examination, and no person will be admitted to examination for position of Cheif of the Police Department who is less than thirty ( 30) or more than fifty (50) years of age at the time of the examination. Provided however, that the age limitation herein placed uoon applicants for the _positions(-offered in the Police Department shall not apply to applicants heretofore duly examined and graded or having an existing Civil Service Commission of City Kent, eligiblity grad&ng and further, provided that, under age applicants heretofore admitted to examinations at prior examinations shall be allowed to have their grade placed upon the eligible list and/or to be eligible for cettification in order of preference, by the Civil Service Commission.
