Service Commission of the City of Kent was called to order by Chairman Jim Kelleher, at 10:30 A. m. in the Firemans Dormitory, in the City Hall. Commissioners present were: Jim Kelleher, Norm Anderson, Gertrude Bovell. IT was, the intent of the Commission to interview applicants for the position of Secretary and Chief Examiner, however, no applicants appeared, so regular business was taken up immediately. MEMBERS of the Commie,ion each reported a thorough review and investigation of the examination papers had been made and each agreed that several irregularities appeared in the grading of the examinations for patrolman conducted on the 22nd day of Jan. 1948. The results of these investigations were concurred in by Rev. Harold T. Shay, the former Secretary-Chief Examiner. That the list of applicants and their respective grades , heretofore, submitted to Mayor Dave Mooney was erroneous . Mayor Dave Tvlooney was notified of this fact. UPO^T motion duly made, seconded, and carried, it was ordered that Regulation IV, Section 23, of the General Rules and Regulations of the Civil Service Commission of the City of Kent, be suspended and a new Examination be given, open to all qualified and eligible persons. Thpt applicants tarring any former examination would be allowed to have their respective grades as corrected, placed upon the Commissions eligible list or take the contemplated examinations, urovided that, any applicant taking the new examination, would by such action, wave his right to the corrected grade on the prior examination.and the grade received upon contemplated examination will be the grade of such applicant to be placed upon the eligible list of the commission. Not with standing the provisions of said Regulation IV, Section 23, hereby suspended. THE COMMISSION considered Rule I, Section 2, of the General Rules and Regulations of the Civil Service Commission of the City of Kent, upon motion duly made, seconded and carried, it was ordered that said rule be amended to read, Quote: Unless othe»wise provided in' these rules, no person w&ll be admitted to examination for the position of patrolman in the Police Department who is less than twenty-one (21) or more than forty-five (45 ) years of age at the time of examination, and no person will be admitted to examination for position of Cheif of the Police Department who is less than thirty ( 30 ) or more than fifty (50 ) vears of age at the time of the examination. Provided however, that, the age limitation herein placed upon applicants for the tositions-offered iti the Police Department shall not apply to applicants heretofore duly examined and graded or having an existing Civil Service Commission of City Kent, eligiblity grading and further, provided that, under age applicants heretofore admitted to examinations at prior examinations shall be allowed to have their grade placed upon the eligible list and/or to be eligible for cebtification in order of preference , by the Civil Service Commission.
