A spedial meeting of the Civil Service Commission was called
"�. to order by Chairman Farman, at 9:00 P.M.
Commissioners present were: Chairman Farman, Edline, Sells.
The ^.hairman announced that the special meeting was called to
take necessary action due to the death of Patrolman Jennincs:
such as setting up examinations for the office of Patrolman.
The Commission dicuseed at length on the inefficient condition
and operation of thr Police Department - and the morale -
at the present time, brought about by the presence of two
chiefs. A lack of definite direction and responsibility is most
noticeable, and, in the matter of Q&vil Service regulations, the
records, were they obtainable, would be a very upsetting factor
In the personnel files for the individuals on the Department.
The Chief Fxaminer reported that, due to the legal action
between the Mayor and the Civil Service Commission, the examin-
ation scheduled for September 29th was cancelled. The Chief
examiner was thereby instructed to prepare for, and proceed
with, a.n examination for the office of Patrolman. Said
examination is to be advertised in the Kent News-Journalt he
week of $anuary 4th, 194-9, and the examination to be held not
later than two weeks thereafter. Further instructions were to
. the effect that applicants for the cancelled September examination
were to be notified of the forthcoming date.
The Cheif Examiner presented six applications for the Commission' s
perusal.
The Clerk read the correspondence received, as follows:
Aletter fo complaint against officer Scribner, sent by Goerge
F. Masters.
A letter from Chief Allread regarding illness of dfficer Evans.
Letters regarding officer Scribners leave for illness and
subsecuent return to duty.
The Commission instructed the Clerk to notify the Mayor, in
writing, of the forthcoming examination for the eligible lsit .
The meeting adjourned at 9:55 P.M.
