The following information will be discussed: I. COMMISSION BUSINESS: II. HEARING: 1. Appeal of Justin Poe, Entry Level Police and Entry Level Corrections Officer Candidate regarding his removal from the two Eligibility Lists. III. OLD BUSINESS: A. Accept Into Record 1. Approval of Minutes from the June 27, 2001 Civil Service Meeting. IV. NEW BUSINESS: A. Accept into Record 1. Memo dated June 22, 2001 from Lieutenant Cline informing the Commission that Sergeant Gurr is on Maternity leave effective June 22"d and that Officer Burwell has been assigned as Provisional Sergeant in her place effective June 23`d 2. Letter dated July 19, 2001 from Chief Examiner Guiguet to Entry Level Police Officer Candidate David McPhee advising him of his removal from the Entry Level Police Officers Eligibility List. B. Action Items for Discussion 1. Memo received July 4, 2001 from Chief Angelo requesting an extended leave of absence for Lieutenant Kraig Peiguss regarding the possibility of an extended leave of absence as an option if he were to take a position with the South King County Medics. The request is that he be granted up to a six year leave of absence with Lt. Peiguss confirming the need for • the remainder of the leave after the end of the 4'h and the 51h year. Burwell will start duties with Gurr's squad as of June 23. Sgt. Wong will work with Burwell on the 23rd and then move back to his assignment of Special Operations Sergeant. Sgts. Wong, Lowery, and Burwell will be working on staffing adjustments to accomodate the changes. Burwell will be picking up chevrons for his shirt and a Sergeants badge from Cindy. Angelo, Fire Chief"/ �'C CITY OFKENT SUBJECT: Extended Leave of Absence I have been approached by Lieutenant Kraig Peiguss regarding the possibility of an extended leave of absence as an option if he were to take a position with the South King County Medics. Under Civil Service Rule XVI, Section 1, Resolution 001 from February 2, 1993, an extended request for Leave of Absence can be considered by the commission on a case-by-case basis. • Lt. Peiguss is currently number one (1) on the Paramedic list. His true goal is to be part of a fire-based paramedic program. The City of Kent, along with the other South King County cities and Fire Districts, will be entering discussions with King County Emergency Medical Services to determine the possibility of developing a South County Fire- Based Consortium to deliver paramedic services in South King County. It would be of significant benefit to King County EMS, the Fire Service, and the City of Kent to actually have a firefighter with experience and involvement in the current system to help determine the feasibility of either rotating firefighters into the current paramedic system or the potential of a newly created fire-based system. We anticipate completion of the fire- based system study before we move into the next EMS Levy six (6) years from now. In addition to being number one (1) on the paramedic list, Lt. Peiguss has demonstrated an ongoing commitment to improving Emergency Medical • Services in this department, community, and countywide. He has done this through work with programs in conjunction with King County Health Department and Emergency Medical Services on several innovative programs. As we look forward from our Fire Strategic Plan, Emergency Medical Services will play an expanding role in serving our diverse and growing community. Regardless of the results of the discussions on a fire-based paramedic system, Lt. Peiguss' experience and presence in the paramedic system will have a major positive influence on our delivery of service to this community. I am requesting that he be granted up to a six (6) year leave of absence with him confirming the need for the remainder of the leave after the end of the 4th year and 5'h year. I have only requested the commission to consider a leave beyond two (2) years only once before. In both cases these requests are based on a very significant impact on the good for the service and the community. I request your fullest support for a request for a leave of absence for up to six (6) years for Lt. Peiguss as he approaches his decision to consider a paramedic • job offer this summer. Both Lt. Peiguss and I will be available to answer any questions.
